REGULAR MEETING
FEBRUARY 6, 1995
The regular meeting of the Board of Public Works was convened at 9:34 a.m. on Monday, February
6, 1995, by Board President John E. Leszczynski, with Mr. Leszczynski, Mr. James R. Caldwell and
Mrs. Jenny Pitts Manier present. Board Attorney Anne Bruneel was not present.
AGENDA ITEMS ADDED
Upon a motion made by Mrs. Manier, seconded by Mr. Caldwell and carried, agenda items for a
Change Order for Blackthorn Golf Course Landscaping and for the College Football Hall of Fame
were added.
APPROVE MINUTES OF PREVIOUS MEETING
Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the minutes of the
regular meeting of the Board held on January 30, 1995, were approved.
OPENING OF BIDS - COLLEGE FOOTBALL HALL OF FAME - AUDIOVISUAL,
COMPUTER AND VIDEO PROJECTION EQUIPMENT
This was the date set for receiving and opening of sealed bids for the above referred to proj ect. The
Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News
which were found to be sufficient. The following bids were opened and publicly read:

The equipment bid will include a 1 year on -site warranty from the actual date of delivery.
All shipping of equipment being bid has been included.
PC Compatible Computer Exceptions:
3. PC modules bid are all made of heavy duty plastic chassis. We feel these chassis are very
durable however if you would like a special warranty clause with regard to the chassis we would
be willing to work that out with the manufacturer.
4. Up to date and current models of boards disks and computer add ons no longer use the large
amounts of power once needed to operate these devices. Items 3 and 5 have 200W power supplies
and Item 4 has 145W power supply and are perfectly capable of running today's computer add ons.
14. PC models bid all have PS2 compatible mouse and connection the standard of most high
level computer manufacturers.
15. PC models bid all have IDE hard drive and floppy drive controllers except when a SCSI
option was noted.

to support service issues. We have factory trained technicians. All video projection equipment
pricing includes installation, alignment, and balancing to producer specifications. Special circuit
cards are being substituted to produce the correct image size of 2.34:1 ratio (Reference 5A and 6A).
We have arranged for local service to be performed by an authorized Ampro 7000 service center
located within the area as specified in the bid document.

Mr. Leszczynski advised that Mr. James Riggs, Blackthorn Project Manager, Department of
Community & Development, has submitted Change Order No. 1 indicating that the Contract amount
be increased $4,251.00 for a new Contract sum including this Change Order in the amount of
$24,740.50. Upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the

FAVORABLE RECOMMENDATION - PETITION TO VACATE A PORTION OF EAST
WASHINGTON
Mr. Leszczynski indicated that the Common Council has submitted to the Board a Vacation Petition
as completed by Ms. Ann Kolata, South Bend Redevelopment Authority, to vacate the following
property:
5 feet off the south right-of-way of East Washington Street from the east right-of-way line
of South Michigan Street to the west right-of-way line of South St. Joseph Street for a
distance of approximately 333.01 feet
Mr. Leszczynski advised that the Board is in receipt of favorable recommendations concerning this
Vacation Petition from the Area Plan Commission, Police Department, Fire Department, Sanitation,
Department of Economic Development and the Department of Public Works. Therefore, Mr.
Caldwell made a motion that the Board send a favorable recommendation to the Common Council
concerning this Vacation Petition. Mrs. Manier seconded the motion which carried.
RECOMMENDATION TO RELOCATE FLAG POLES - HOLIDAY INN DOWNTOWN
Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski, the request to move pre-
existing flag poles on the public right-of-way at the Valley American Bank Building, Downtown
was referred to the appropriate Bureaus for consideration.

recommended approval. Additionally, Mr. Juan Manigault, Executive Director, WDS of Northern
Indiana, submitted one (1) lists containing claims in the amount of $168,257.72 and recommended
approval. Mr. Caldwell made a motion that the claims be approved and the reports as submitted be
filed. Mrs. Manier seconded the motion which carried.

There being no further business to come before the Board, upon a motion made by Mr. Leszczynski,
seconded by Mrs. Manier and carried, the meeting adjourned at 10:08 a.m.
