REGULAR MEETING
DECEMBER 2, 1996
The regular meeting of the Board of Public Works was convened at 9:30 a.m. on Monday, December
2, 1996, by Board President John E. Leszczynski, with Mr. Leszczynski and Mr. James R. Caldwell.
Board Member Jenny Pitts Manier was not present. Also present was Board Attorney Anne Bruneel.
AGENDA ITEM STRICKEN
Upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the agenda item to
Request to Advertise for the Receipt of Bids was stricken from the agenda.
APPROVE MINUTES OF PREVIOUS MEETING
Upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the minutes of the
regular meeting of the Board held on November 25, 1996, were approved.
OPENING OF BIDS - 1 ST HALF OF 1997 COMPUTER PURCHASES
This was the date set for receiving and opening of sealed bids for the above referred to equipment.
The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County
News which were found to be sufficient. The following bids were opened and publicly read:

Captain Horvath stated that funding for this equipment is provided through the lease purchase
program, through First Source Bank. Therefore, Mr. Caldwell made a motion that the
recommendation be accepted and the bids be awarded as outlined above. Mr. Leszczynski seconded
the motion which carried.
APPROVAL OF PROPOSAL - PROFESSIONAL SERVICES TO CONDUCT TRAINING -
WWTP - TRIAD ENGINEERING
Mr. Leszczynski stated that the Board is in receipt of a Proposal between the City of South Bend
and Triad Engineering, 300 North Michigan Street, South Bend, Indiana, for professional training
services at the Wastewater Treatment Plant in using the Indiana Department of Environmental
Management software program for entering annual emissions data which are required for the City's
Title V air permit. Mr. Leszczynski noted that the Proposal is in the amount of $1,600.00.
Therefore, upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the
Proposal was approved and executed.
APPROVAL OF RECOMMENDATION - TO CONDUCT ERSKINE BOULEVARD
CANDLELIGHT WALK
Mr. Leszczynski stated that favorable recommendations have been received by the Division of
Engineering, Park Department, Police Department and the City Attorney's office, in reference to a
request as submitted by Mr. Richard F. Cowper, Erskine Boulevard Association, 2720 Erskine
Boulevard, South Bend, Indiana to conduct the above referred to Candlelight Walk, on Saturday,
December 14, 1996, from 6:00 p.m. until 10:00 p.m., on the designated route as submitted. Upon
a motion made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the recommendation was
approved.
APPROVAL OF RECOMMENDATION - TO CONDUCT THE 1997 ST. PATRICK'S DAY
PARADE
Mr. Leszczynski stated that favorable recommendations have been received by the Division of
Engineering, Park Department, Police Department and the City Attorney's office, in reference to a
request as submitted by Ms. Mikki Dobski Shidler, Community Affairs to conduct the above referred
to parade, on Saturday, March 15, 1997, on the designated route as submitted. Upon a motion made
by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the recommendation was approved.
APPROVAL OF RECOMMENDATION - TO CHANGE STREET NAME FROM LILAC TRAILS
DRIVE TO LILAC TRAILS COURT
Mr. Leszczynski stated that favorable recommendations have been received by the Division of
Engineering, Code Enforcement, Police Department, Fire Department, Street Department, Building
Commissioner, Park Department and the City Attorney's office, in reference to a request as submitted
by Mr. Edward Levy, Freeman Spicer Services, 316 South Eddy Street, South Bend, Indiana to
change Lilac Trails Drive to Lilac Trails Court. Upon a motion made by Mr. Caldwell, seconded by
Mr. Leszczynski and carried, the recommendation was approved.
APPROVAL OF GRANT OF PERPETUAL EASEMENT
Mr. Leszczynski stated that a Grant of Perpetual Easement between the South Bend Redevelopment
Authority and Crowe, Chizek and Company to install two (2) fiber-optic cables on real estate with
tax key numbers 18-3090-3479 and 18-3090-3481. Upon a motion made by Mr. Leszczynski,
seconded by Mr. Caldwell and carried, the Grant of Perpetual Easement was approved.

APPROVE CONTRACTOR BOND
Mr. Larry D. Spradlin, Sr., Engineer, Division of Engineering, recommended that the following
Contractor Bond be approved as follows:

Mr. Leszczynski made a motion that the recommendation be accepted and that the Bond be approved
as outlined above. Mr. Caldwell seconded the motion which carried.
FILING OF CERTIFICATE OF INSURANCE
Upon a motion made Mr. Leszczynski, seconded by Mr. Caldwell and carried, the following
Certificate of Insurance was accepted for filing:

APPROVE CLAIMS
Mr. Kevin Horton, City Controller, submitted claims in the amount of $694,094.31, dated December
2, 1996, and recommended approval. Additionally, Mr. Juan Manigault, Executive Director, WDS
of Northern Indiana, submitted one (1) list containing claims in the amount of $56,014.72 and
recommended approval. Mr. Leszczynski made a motion that the claims be approved and the reports
as submitted be filed. Mr. Caldwell seconded the motion which carried.
ADJOURNMENT
There being no further business to come before the Board, upon a motion made by Mr. Caldwell,
seconded by Mr. Leszczynski and carried, the meeting adjourned at 9:49 a.m.

Upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the bid received
from Data Resource Group, 1051 South Rogers Circle, Boca Raton, Florida, was rejected, as it did
not contain bid security, and Form 96 was not filled out properly. Upon a motion made by Mr.
Caldwell, seconded by Mr. Leszczynski and carried, the above bids were referred to Administration
and Finance for review and recommendation.
AWARD BIDS - POLICE VEHICLE ACCESSORIES
Captain Gary Horvath, South Bend Police Department, advised the Board that on November 18,
1996, bids were received and opened for the above referred to accessories. After reviewing those
bids, Captain Horvath recommends that the Board award the bids as follows:
