HomeMy WebLinkAbout06/27/07 Board of Public Safety MinutesQ5~ PUBLIC AGENDA SESSION JUNE 27, 2007 The Board of Public Safety met in the Public Agenda Session at 8:03 a.m. on Wednesday, June 27, 2007 with President Jesusa Rodriguez and Board Members Juanita Dempsey, Donald Alford, Patrick D. Cottrell, and Bruce J. BonDurant present. Also present were Police Chief Thomas H. Fautz, Fire Chief Howard Buchanon and Board Attorney Thomas Bodnar. The meeting was held in the Board of Public Works Meeting Room, 13~' Floor, County City Building, South Bend, Indiana. ' Board members discussed the following items from that list. - Delete Item -Police Department Chief Fautz requested item number C4, Quarterly Report for Specialized Schools be deleted from the Agenda. The report was mistakenly submitted with names of individuals listed that work undercover. Chief Fautz will submit the same report at the meeting of July 18, 2007 minus the names. - Addition to the Agenda -Police Department Mr. Bodnar presented the Board with an Agreement with the Institute for Public Safety Personnel, Inc. and the City of South Bend to provide a Police promotion process. Mr. Bodnar stated that since this was a City wide agreement and was for more than a year and in excess of $5,000.00, the Controller needed to review it. He is therefore requesting the Board approve the agreement subject to the Controller's review and approval. Minutes Mr. Cottrell stated there was an error in the Minutes of June 6, page three (3). On Countlll, it states "did knowingly damage of deface the property....". It should state "or deface". - Employee of the Month -Police Department Chief Fautz noted there are two nominations, one for March and one for April, but only the March nominee has a report attached. Patrolman Michael Norby, the April nominee, is still recovering from injuries received in the line of duty, and his report is not complete. - U.S. Department of Justice Assistance Grant Chief Fautz stated this is a grant that is applied for by the South Bend Police Department, ' Mishawaka Police Department, and the St. Joseph County Police Department. It is awarded to the St. Joseph County Law Enforcement and then distributed proportionately. The South Bend Police Department attached a report on how their portion will be spent. Mr. Bodnar stated the public will be asked for input at the regular meeting. - Monthly Statistics -Police Department Chief Fautz stated that Crime Statistics are down in comparison to last years statistics. Chief Fautz noted the media continues to compare South Bend's statistics with Gary, Indiana, even though Gary does not report the same crimes as South Bend does. When audited, the South Bend Police Department was commended for their accurate system of reporting, and it was noted that Gary's system is not the same, and is not a good comparison. BonDurant, Member EXECUTIVE SESSION JUNE 27.2007 The Board of Public Safety met in Executive Session on Wednesday, June 27, 2007, at 8:32 a.m. The meeting was held in the Mayor's Conference Room, 14`" Floor, County City Building, South Bend, Indiana, for the purposes specified in I.C. 5-14-1.5-6.1 (b) (2) (B) and (b) (6) (A). President Jesusa Rodriguez and Board Members Juanita Dempsey, Donald Alford, Patrick Cottrell, and Bruce J. BonDurant were present. Also present were Police Chief Thomas H. Fautz, Fire Chief Howard Buchanon and Board Attorney Thomas Bodnar. Board members did not discuss any subject matter other than the subject matter as specified in the Public Notice. BonDurant, Member REGULAR MEETING JUNE 27, 2007 ' The Board of Public Safety met in the regular meeting at 9:15 a.m. on Wednesday, June 27, 2007, with President Jesusa Rodriguez and Board Members Juanita Dempsey, Donald Alford, Patrick D. Cottrell, and Bruce BonDurant present. Also present were Police Chief Thomas H. Fautz, Fire Chief Howard Buchanon and Board Attorney Thomas Bodnar. The meeting was held in the Board of Public Works Meeting Room, 13`" Floor, County City Building, South Bend, Indiana. APPROVE MINUTES OF PREVIOUS MEETINGS President Rodriguez advised that if there were no objections by members of the Board, the minutes of the Public Agenda Session, Executive Session, and Regular Meetings of the Board held on June pyt .1 ~/ M REGULAR MEETING JUNE 27, 2007 6, 2007, and the Special Meeting of June 19, 2007 would be accepted with noted corrections and approved. Mr. Cottrell made a motion that the minutes be accepted. Mr. Alford seconded the motion which carried. FIRE DEPARTMENT ACCEPT AND APPROVE PROMOTION LIST - Matt Baker - Derek Erquhart -Nate Giszewski -Noel Hamilton - John Hertel - Aaron LaCava Douglas Salyer In a letter to the Board, Chief Buchanon recommended the ten (10) above listed individuals be approved for the list of candidates eligible for promotion from the rank of Firefighter 1 st Class to the rank of Engineer, effective May 28, 2007. Chief Buchanon noted that the list is incompliance with the 1994 Salary Ordinance which states that the rank of Engineer is a promotable rank. Upon a motion made by Mr. Alford, seconded by Ms. Dempsey and carried, the above list of candidates eligible for promotion to Engineer was accepted and approved. Dan Luther Chad Mastagh Fronse Smith James Streeter 1 REQUEST FOR FIREFIGHTER RECRUIT TRAINING Chief Howard Buchanon submitted to the Board a letter requesting permission to hire fifteen (15) Fire Recruits as civilian City employees. The recruit class is scheduled to begin on July 9, 2007 for a period of approximately twenty (20) weeks with an effective date of hire as Firefighters ofNovember 21, 2007. The names of the applicants are as follows: -Karl Hopkins -Corey Powell - Michael Williamowski -Jason Roose - Michael Hewartson - Joshua Comeau - Matthew Zimmerman - Aaron Randall - Jason Biek - Ryan Kakalia - Brian Clark - James Biernacki -Nicholas Miller - Jordan Jostes - Mark Mammon 1 Mr. Alford made a motion that the request be approved. Ms. Dempsey seconded the motion which carried. FILING OF MONTHLY STATISTICAL ANALYSIS -MAY 2007 Chief Howard Buchanon submitted to the Board the Monthly Statistical Report for the month of May 2007 compiled by the Prevention/Inspection Bureau of the Fire Department. There being no objections, the following report was accepted for filing: MAY MAY 2006 2007 STRUCTURE FIRES Property Damage--Buildings & Contents Estimates $100,310.00 $122,400.00 INSPECTIONS Fire Prevention/Ins ection Bureau) 405 Inspections 459 Inspections 31 Re-Ins ections 110 Re-Ins ections INVESTIGATIONS Police/Fire Arson Bureau 18 40 Investi ations Investi ations 5 11 Arson Arson 1 ~) ~' REGULAR MEETING JUNE 27, 2007 POLICE DEPARTMENT EMPLOYEES OF THE MONTH -MARCH AND APRIL - CORPORAL STEPHANIE MARCINIAK - PATROLMAN MICHAEL NORBY Corporal Stephanie Marciniak was selected as Employee of the Month for March, and Patrolman Michael Norby was selected as Employee of the Month for April. The award is to recognize officers or civilian employees on the South Bend Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of the community policing efforts with citizens of South Bend. Chief Fautz noted they have done a tremendous job on the police force. There being no further discussion, the recommendations were accepted and filed. U.S. DEPARTMENT OF JUSTICE ASSISTANCE GRANT In a letter to the Board, Community Relations Division Chief Gary Horvath presented the synopsis, timetable and budget for the proposed grant, which is part of the grant requirements. President Rodriguez asked if there was anyone present that wished to speak. There being no further discussion, upon a motion made by Mr. BonDurant, seconded by Ms. Dempsey and carried, the Board accepted and filed the report. ACCEPTANCE OF DONATION In a letter to the Board, Police Chief Thomas Fautz advised the Board of a generous donation of $500.00 from the Norfolk Southern Foundation to the South Bend Police Department. The donation was made on behalf of the Community Relations Division. There being no further discussion, the donation was accepted and filed. ACCEPT AND APPROVE AGREEMENT FOR A POLICE PROMOTION PROCESS Mr. Bodnar, Legal Department, submitted to the Board an Agreement with the Institute for Public Safety Personnel, Inc. Mr. Bodnar noted this was an Agreement with the City of South Bend for more than $5,000.00 and more than one year, so it needed to be approved by the Controller. Upon a motion made by Mr. BonDurant, seconded by Mr. Cottrell and carried, the agreement was approved subject to approval by the City Controller. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT -APRIL AND MAY 2007 President Rodriguez indicated that unless there were questions or objections by members of the Board, the statistical report for the months of April and May 2007, as submitted by the Police Department would be accepted for filing.
