Klosinski, Assistant City Engineer SUBJECT: Agenda Request Form — Title Sheet and Request to Advertise Project No. 116-050 Wastewater Treatment Plant — Digester Gas Utilization DATE: August 10, 2016 The Division of Utilities is requesting the Board of Public Works approval of the Title Sheet and Request to Advertise for the subject Project No. 116-050 Wastewater Treatment Plant Digester Gas Utilization. Design Engineer, Greeley and Hansen, LLC, has completed the engineering design services for the extension of mechanical piping from the WWTP Digester Gas Cleaning System to the Compressor Building and CNG Fuel Station. The objective of this project is to provide additional energy recovery through the extension of mechanical piping to facilitate the use of cleaned digester gas in the Raw Sewage Pump No. 1 engine at the Compressor Building and to provide piping to the CNG Fuel Station located south of the Maintenance Garage / Solid Waste Building at the Wastewater Treatment Plant Site. The City will continue to recover cleaned digester gas in the boiler for Digester No. 2. In addition, piping at the Compressor Building will also be extended to allow recovery of Digester Gas in the Caterpillar Engine which powers one of the air blowers at the Compressor Building. The Caterpillar Engine is exercised weekly and serves as a back-up to the Electric Blowers at the Compressor Building. NOTICE TO BIDDERS Notice is hereby given that the City of South Bend, Indiana, Board of Public Works will receive sealed bids at the Office of the Board of Public Works, County -City Building Room 1316, 227 West Jefferson Blvd, South Bend, Indiana, 46601 until the hour of 9:30 a.m., Local Time, on October 11, 2016 for the following: Digester Gas Utilization Project No. 116-050 Work includes construction of the Digester Gas Utilization Improvements Project at the City of South Bend's wastewater treatment plant, all more particularly described in plans and specifications prepared by Greeley and Hansen, 7820Innovation Blvd, Suite 150, Indianapolis IN 46278, 317-924-3380. Work to be performed shall include furnishing all labor, services, materials, insurance and equipment for, but not limited to, the below improvements. Select demolition New gas piping and valves New gas buffer tank New instrumentation Modifications to PLC and new programming Other miscellaneous improvements The Contract Documents are on file and available for public inspection commencing on the first advertise date during regular working hours at the Department of Public Works (1316 County -City Building, South Bend, Indiana), and at MACIAF 3215-A Sugar Maple Court, South Bend, IN 46628. Additionally, the Contract Documents will be available that same day for inspection or purchase at American Reprographics Company ("ARC", located at 1303 Northside Blvd., South Bend, Indiana, 46615), http://www.e-arc.com, (574) 287-2944, toll free at (800) 783-7231. There will be a non-refundable charge for reproduction as set by ARC for every set of documents for all bidders. Bids must be on the City of South Bend Contractor's Bid for Public Work Form, accompanied by a Certified Check or Bid Bond in the amount of not less than five percent (5%) of the base bid plus any alternates, in a sealed envelope noting the project name, number and your company's information on the front. Each bidder or contractor (hereinafter the contractor) must comply with "City of South Bend EEO Contracting Provision Diversity Utilization" included in the specifications as to each construction trade it intends to use on this construction contract and all other construction work (both federal and non-federal) in the St. Joseph County area during the performance of this contract or subcontract. The contractor commits itself to the goals for minority manpower and all other requirements, terms and conditions of these bid conditions by submitting a properly sealed bid. Woman and Minority -Owned Business Enterprises (W/MBE) are encouraged to respond to this notification. A Mandatory Pre -Bid Conference will be held on September 13, 2016 at 10:00 A.M. Any questions about bidding conditions must be addressed to the Owner in writing no later than September 27, 2016. The Board reserves the right to reject any or all bids or to accept a full or partial award of the bid or bids which, in its judgment, will be to the best interests of the City of South Bend.
