SPECIAL MEETING DECEMBER 15, 2003
A special meeting of the Board of Public Works was convened at 8:00 a.m. on Monday, December
15, 2003, by Board President Gary A. Gilot, with Mr. Carl P. Littrell and Mr. Donald E. Inks present.
Also present was Board Attorney Thomas Bodnar.
Upon a motion made by Mr. Gilot, seconded by Mr. Littrell and carried, the meeting was recessed
at 8:10 a.m., to be reconvened at 9:30 a.m.
A special meeting of the Board of Public Works was re -convened at 9:35 a.m. on Monday,
December 15, 2003, by Board President Gary A. Gilot, with Mr. Carl P. Littrell and Mr. Donald E.
Inks present. Also present was Board Attorney Thomas Bodnar and Attorneys John Livingston and
Aladean DeRose.

Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the following item was added
to the agenda:

to Code Enforcement for review and recommendation.

EXTENSION OF THE CABLEVISION FRANCHISE AGREEMENT WITH THE CITY OF
SOUTH BEND
Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the Resolution was tabled.
APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS SECONDARY
TREATMENT AND MISCELLANEOUS PLANT IMPROVEMENT PROJECTS
In a memorandum to the Board, Mr. Patrick Henthorn, Environmental Services, requested
permission to advertise for the receipt of bids for the above referred to project. Therefore, upon a
motion made by Mr. Gilot, seconded by Mr. Inks and carried, the request to advertise was approved.
PRIVILEGE OF THE FLOOR
Mr. St. Clair Poindexter spoke regarding issues with Comcast and the Franchise Agreement. Some
of his concerns included Comcast's usage of old tapes and how they tapes over them; running tapes
for five (5) hours unattended, and when a problem arises, there is no one available to correct the tape;
Comcast uses old equipment; many times the broadcasts are barely viewable; and the pre-empting
of other programs produced for public access by commercial programming.

There being no further business to come before the Board, upon a motion made by Mr. Gilot,
seconded by Mr. Inks and carried, the meeting adjourned at 10:15 a .m
