HomeMy WebLinkAbout09/29/03 Board of Public Works Special Meeting Minutes0349 SPECIAL MEETING SEPTEMBER 29, 2003 A special meeting of the Board of Public Works was convened at 8:10 a.m. on Monday, September 29 2003, by Board President Gary A. Gilot, with Mr. Carl P. Littrell and Mr. Donald E. Inks present. Board Attorney Thomas Bodnar was not present. OPENING OF BIDS - OLIVER PLOW DRIVE - PROJECT NO. 103-058 (COIT) This was the date set for receiving and opening of sealed bids for the above referred to project. The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bids were opened and publicly read: RIETH RILEY CONSTRUCTION 25200 State Road 23 South Bend, Indiana 46614 Bid was signed by Mr. Christopher Weinkauf Non -Collusion Affidavit was in order Non -Discrimination Commitment form was completed Five per cent (5%) Bid Bond was submitted BID: $418,693.63 YOUNGS EXCAVATING, INC. D.B.A. UNDERGROUND SERVICES 225 South Lafayette Boulevard South Bend, Indiana 46601 Bid was signed by Mr. Roger Knaggs Non -Collusion Affidavit was in order Non -Discrimination Commitment form was completed Five per cent (5%) Bid Bond was submitted BID: $545,148.55 HRP CONSTRUCTION, INC. 5777 Cleveland Road Post Office Box 266 South Bend, Indiana 46628 Bid was signed by Mr. Paul Fallon Non -Collusion Affidavit was in order Non -Discrimination Commitment form was completed Five per cent (5%) Bid Bond was submitted BID: $551,677.93 WALSH & KELLY, INC. 24358 State Road 23 South Bend, Indiana 46614 Bid was signed by Mr. Kevin Kelly Non -Collusion Affidavit was in order Non -Discrimination Commitment form was completed Five per cent (5%) Bid Bond was submitted BID: $487,098.58 SMALL, INC. 25190 State Road 4 North Liberty, Indiana 46554 Bid was signed by Mr. Ronald Howell Non -Collusion Affidavit was not submitted with Bid Non -Discrimination Commitment form was completed Five per cent (5%) Bid Bond was submitted BID: $544,581.00 Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the above bids were referred to the Division of Engineering, Economic Development and Legal Division for review and recommendation based on available funds. Mr. Gilot noted Small, Inc. did not include the Non - Collusion Affidavit in their bid. Mr. Gilot made a motion to authorize Board Member Donald Inks to review the bids based on findings, prepare a bid tabulation and to consult with the City Controller, Rick 011ett. Mr. Gilot advised the bid award would be ratified at the next meeting. After reviewing those bids, Mr. Jason Durr, Engineering, recommends that the Board award the contract to Rieth Riley Construction in the amount of $418,693.63. The motion was seconded by Mr. Littrell which carried.
