HomeMy WebLinkAbout05/19/03 Board of Public Works Special Meeting MinutesSPECIAL MEETING MAY 19, 2003 A special meeting of the Board of Public Works was convened at 9:35 a.m. on Monday, May 19, 2003, by Board Member Mr. Carl P. Littrell, with Board Member Donald E. Inks present. Board President Gary A. Gilot was not present. Also present was Board Attorney Thomas Bodnar. OPENING OF BIDS - FREDRICKSON PARK LANDFILL CLOSURE AND GAS SYSTEM - PROJECT NO. 103-018 This was the date set for receiving and opening of sealed bids for the above referred to project. The Cleric tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bids were opened and publicly read: HERITAGE INDUSTRIAL SERVICES, LLC 7525 East 39" Street Indianapolis, Indiana 46226 Bid was signed by Mr. Terry Morgan Non -Collusion Affidavit was in order Non -Discrimination Commitment form was not submitted with Bid Five per cent (5%) Bid Bond was submitted Mr. Littrell made a motion that this bid be accepted, and that the Clerk of the Board notify Heritage Industrial Services they must forward the form promptly. Mr. Inks seconded the motion which carried. The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bid was opened and publicly read: C.B.M. ACCOUNTS SERVICE INC. 1320 Mishawaka Avenue South Bend, Indiana 46615 Bid was signed by Ms. Catherine G. Martin .8 Past Due Accounts Accounts Forwarded to Accredited Agency Accounts Referred for Legal Action 25% Contingency fee of amounts Collected 40% Contingency Fee of Amounts Collected 35% Contingency Fee of Amounts Collected Upon a motion made by Mr. Littrell, seconded by Mr. Inks and carried, the above bids were referred to the Fire Department for review and recommendation. AWARD BID - DEMOLITION OF FORMER OLIVER SCHOOL - PROJECT NO. 102-045 Ms. Tonya Zozulya, Community and Economic Development, advised the Board that on May 12, 2003, bids were received and opened for the above referred to project. After reviewing those bids, Ms. Zozulya recommends that the Board award the contract to the lowest responsive and responsible bidder, R&R Excavating, Inc., 2010 Went Avenue, Mishawaka, Indiana in the amount of $419,120.00, which includes Alternates 1 though 11, inclusive. It was noted that the salvage of any materials in this building would be coordinated through R&R Excavating. Therefore, Mr. Littrell made a motion that the recommendation be accepted and the bid be awarded as outlined above, subject to 1) the property transfer from St. Joseph County to the City of South Bend, and 2) concurrence with the Historic Preservation Commission that the items being awarded satisfy the Certificate of Appropriateness requirements. Mr. Inks seconded the motion which carried.
