HomeMy WebLinkAbout04/04/07 Board of Public Safety MinutesBUJ PUBLIC AGENDA SESSION APRIL 4, 2007 The Board of Public Safety met in the Public Agenda Session at 8:07a.m. on Wednesday, Apri14, 2007 with President Jesusa Rodriguez present. Board Members Juanita Dempsey, Donald Alford, Patrick D. Cottrell and Bruce J. BonDurant were present. Also present were Police Chief Thomas Fautz, Fire Chief Luther Taylor and Board Attorney Thomas Bodnar. The meeting was held in the Board of Public Works Meeting Room, 13`h Floor County City Building, South Bend, Indiana. Board members discussed the following item(s) from that list: - Minutes There were no changes or corrections to the minutes of March 14, 2007. - Special Police Commissions Chief Fautz noted that there were two individuals being presented with Parking Properties Special Police Commissions. - Employees of the Month -January and February -Police Department Chief Fautz stated that at this time he is requesting approval of two officers who exhibited outstanding police work. Patrolman Paul Strabavy was instrumental in seven felony arrests, four misdemeanor arrests, and several warrant arrests. While affecting these arrests, Patrolman Strabavy has recovered over nineteen grams of cocaine and more than thirty-one grams of marijuana, and also recovered a handgun. He issued over forty tickets during a two week period. Corporal Phillip Herman was instrumental in the arrests of two dangerous felons and the subsequent resolution of the two-man crime spree. - Donation -Police Department Chief Fautz noted that this was a generous donation to the Police Department's K-9 Unit for the purchase of a ballistic vest for the newest patrol dog. Chief Fautz stated there are now eight patrol dogs in the Department. - Monthly Statistics -February -Police Department Chief Fautz noted that all crime is down this year compared to last, except for murder rates. - Promotions -Fire Department Chief Taylor stated that the Fire Department is requesting the approval of three firefighters to the position of Captain in Fire Suppression, and one for Captain/Paramedic in Emergency Medical Services. Retirement/Disability -Fire Department Mr. Bodnar stated that the Fire Department is requesting approval of a Disability and Retirement for Engineer Jeff Polanskey due to the on-the job back injury sustained by him. Mr. Polanskey is unable to do his job, and has been on the Fire Department for nineteen years, one year short of retirement requirements. BonDurant, Member EXECUTIVE SESSION APRIL 4, 2007 The Board of Public Safety met in Executive Session on Wednesday, Apri14, 2007, at 8:24 a.m. The meeting was held in the Mayor's Conference Room, 14th Floor, County City Building, South Bend, Indiana, for the purposes specified inI.C. 5-14-1.5-6.1(b) (2) (B)and (b) (6) (A). President Jesusa Rodriguez and Board Members Juanita Dempsey, Donald Alford, Bruce J. BonDurant and Patrick Cottrell were present. Also present were Police Chief Thomas Fautz, Fire Chief Luther Taylor and Board Attorney Thomas Bodnar. Board members did not discuss any subject matter other than the subject matter as specified in the Public Notice. Martin, perk REGULAR MEETING APRIL 4, 2007 The Board of Public Safety met in the regular meeting at 9:18 a.m. on Wednesday, Apri14, 2007, with President Jesusa Rodriguez and Board Members Juanita Dempsey, Donald Alford, Bruce J. BonDurant and Patrick D. Cottrell present. Also present were Police Chief Thomas H. Fautz, Fire Chief Luther Taylor and Board Attorney Thomas Bodnar. The meeting was held in the board of Public Works Meeting Room, 13th Floor, County City Building, South Bend, Indiana. 1 APPROVE MINUTES OF PREVIOUS MEETINGS President Rodriguez advised that if there were no objections by members of the Board, the minutes of the Public Agenda Session, Executive Session, and Regular meetings of the Board held on March 14, 2007 would be accepted and approved. ~` :i ~. REGULAR MEETING FIRE DEPARTMENT APRIL 4, 2007 ACCEPT AND APPROVE PROMOTION - RON SIMON President Rodriguez advised that Chief Taylor has submitted to the Board a recommendation that Lieutenant Paramedic Ron Simon be promoted to the rank of Captain in Fire Suppression, effective Apri14, 2007. He has been with the Fire Department since January 4, 1989 and is a Paramedic and a member of the Swiftwater Rescue Team. Upon a motion made by Mr. Alford, seconded by Mr. Cottrell and carried, the promotion was accepted and approved. ACCEPT AND APPROVE PROMOTION -CHAD AMMERMAN President Rodriguez advised that Chief Taylor has submitted to the Board a recommendation that Engineer Chad Ammerman be promoted to the rank of Captain in Fire Suppression, effective April 4, 2007. He has been with the Fire Department since March 20, 1997, and is a Paramedic and a member of the Tactical Rescue Team. Upon a motion made by Mr. Alford, seconded by Mr. Cottrell and carried, the promotion was accepted and approved. ACCEPT AND APPROVE PROMOTION -DAVE SCHACKOW President Rodriguez advised that Chief Taylor has submitted to the Board a recommendation that Lieutenant Paramedic Dave Schackow be promoted to the rank of Captain in Fire Suppression, effective April 4, 2007. He has been with the Fire Department since March 29, 1995, and is a Paramedic and a member of the Tac Two Team. Upon a motion made by Mr. Alford, seconded by Mr. Cottrell and carried, the promotion was accepted and approved. ACCEPT AND APPROVE PROMOTION -JEFF STONEBURNER President Rodriguez advised that Chief Taylor has submitted to the Board a recommendation that Lieutenant Jeff Stoneburner be promoted to the rank of Captain/Paramedic in Emergency Medical Service, effective Apri14, 2007. He has been with the Fire Department since October 4,1995 and is a Paramedic. Upon a motion made by Mr. Alford, seconded by Mr. Cottrell and carved, the promotion was .accepted and approved. Mayor Stephen Luecke stated that this was the first test of the new promotion system and thanked Chief Taylor for implementing the new process for selecting his candidates for promotion. Mayor Luecke congratulated the four newly appointed Captains. Chief Taylor thanked the labor committee for working with the Fire Department on the promotion process. Chief Taylor congratulated the newly appointed Captains and presented them with their badges. POLICE DEPARTMENT APPROVAL OF SPECIAL POLICE COMMISSIONS - Richard Gray - Scott Nance Police Chief Thomas Fautz recommended that a Special Police Commission for Parking Properties be issued on April 4, 2007, until revoked, for the above referred to individuals. These Commissions are issued for the on-street patrol parking enforcement personnel and they do not include the carrying of a weapon or the powers of arrest. The aforementioned individuals have met the Commission requirements of the South Bend Police Department. Upon a motion made by Ms. Dempsey, seconded by Mr. BonDurant and carried, the Special Police Commissions were approved. APPROVE RECOMMENDATION FOR EMPLOYEE OF THE MONTH -JANUARY 2007 - CORPORAL PHILLIP HERMAN Chief Fautz stated that Corporal Phillip Herman was selected as Employee of the Month for January, 2007. The award is to recognize officers, civilian employees, on the South Bend Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of the community policing efforts with citizens of South Bend. Chief Fautz noted this officer was instrumental in apprehending two dangerous felons and solving a two-man crime spree. There being no further discussion, a motion to approve the recommendation was made by Ms. Dempsey, seconded by Mr. BonDurant and carried. 1 1 1 F .' ~ .. REGULAR MEETING APRIL 4, 2007 APPROVE RECOMMENDATION FOR EMPLOYEE OF THE MONTH -FEBRUARY 2007 - PATROLMAN PAUL STRABAVY Chief Fautz stated that Patrolman Paul Strabavy was selected as Employee of the Month for February, 2007. The award is to recognize officers, civilian employees, on the South Bend Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of the community policing efforts with citizens of South Bend. Chief Fautz noted this officer was instrumental in seven felony arrests, four misdemeanor arrests, and several warrant arrests. There being no further discussion, a motion was made to approve the recommendation by Ms. Dempsey, seconded by Mr. BonDurant and carried. ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT Chief Fautz advised the Board of a generous donation made to the South Bend Police Department K-9 Unit by Shazon Miller in the amount of $795.00. The money is to be used to purchase a ballistic vest for the new patrol dog. There being no further discussion, the donation was accepted and filed. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT -FEBRUARY 2007 Chief Fautz noted that crime was down from this time last year by eighteen percent. President Rodriguez indicated that unless there were questions or objections by members of the Boazd, the statistical report for the month of February 2007 as submitted by the Police Department would be accepted for filing. On January 25, 2007, Engineer Polanskey was seen by his doctor, Dr. Yount, and it was his recommendation that Engineer Polanskey be put on a Disability Pension. This request is in accordance with I.C. 36-8-5-2 (g). Dr. Vickie Wipperman, the Medical Director for the South Bend Fire Department saw Engineer Polanskey on January 31, 2007 and agreed with Dr. Yount's recommendation and placed him on limited duty, with no active Fire Suppression activities. On February 7, 2007, the South Bend Fire Department local Pension Board approved the request and submitted the paper work to PERF for their review. On Mazch 29, 2007, PERF contacted the South Bend Fire Department with an approval of Firefighter Polanskey's disability on Mazch 30, 2007. Therefore upon a motion made by Mr. Alford, seconded by Mr. Cottrell and carried, the Retirement/Disability as outlined above, was approved. PRIVILEGE OF THE FLOOR President Rodriguez thanked Chief Taylor for his dedication and leadership in the Fire Depaztment and for his work with the Boazd of Safety and wished him the best in his retirement. Mr. Cottrell stated that he has seen great changes in the Fire Department in the years he has been with the Boazd of Safety, brought on by Chief Taylor's leadership. All Board Members thanked and congratulated Chief Taylor in his retirement, and wished him the best.
