Home My WebLink About11/08/06 Board of Public Safety Minutes.~ :I v PUBLIC AGENDA SESSION NOVEMBER 8, 2006 The Board of Public Safety met in the Public Agenda Session at 8:10 a.m. on Wednesday, November 8, 2006 with President Jesusa Rodriguez. Board Members Juanita Dempsey, Patrick D. Cottrell and Bruce J. BonDurant were present. Board Member Donald Alford was not present. Also present were Police Chief Thomas Fautz, Fire Chief Luther Taylor and Board Attorney Thomas Bodnar. The meeting was held in the Board of Public Works Meeting Room, 13`h Floor, County City ' Building, South Bend, Indiana. Board members discussed the following item(s) from that list: - Minutes The Board accepted the minutes as is. - Request for Leave of Absence -Police Department Chief Fautz stated this officer is scheduled for surgery for a serious medical reason, but has no sick time left. President Rodriguez requested the physician be contacted to confirm that the surgery is medically necessary. Chief Fautz will have the physician contacted before the start of the Regular Meeting. In another matter, President Rodriguez requested that the Board Members receive all information related to the Agenda prior to the Board Meeting. Any items brought to the meeting wilt be tabled to the next meeting. - Employee of the Month -Police Department Chief Fautz stated that this month there will be two recipients who are equally responsible for the investigation. Both did a tremendous job and will receive a letter and plaque. - Quarterly Training Statistics -Police Department Chief Fautz stated there was a lot of good training and the Police Department takes advantage of free training as well. He is proud of the level and amount of training used. He stated that area City Police Departments work together to assist with training. Chief Fautz indicated that the dollar amounts noted in the statistics are the actual amounts the City pays, however some of the costs are covered by the South Bend School Corporation, the St. Joseph County Prosecutor's Office, and the Federal Government. Resolution No. 62-2006 and Resolution No. 63-2006 -Commendation -Fire. Department Chief Taylor stated the Firefighters will be present to accept the commendations. Resolution No 62-2006 was corrected for a grammatical error. Request for Promotion -Fire Department Chief Taylor stated this is one of three vacancies for Captain. Cottre 1 ~~~ EXECUTIVE SESSION NOVEMBER 8.2006 The Board of Public Safety met in Executive Session on Wednesday, November 8, 2006, at 8:35 a.m. The meeting was held in the Mayor's Conference Room, 14th Floor, County City Building, South Bend, Indiana, for the purposes specified in I.C. 5-14-1.5-6.1 (b) (2) (B) and (b) (6) (A). President Jesusa Rodriguez and Board Members Juanita Dempsey, Bruce J. BonDurant and Patrick Cottrell were present. Mr. Donald Alford was not present. Also present were Police Chief Thomas Fautz, Fire Chief Luther Taylor and Board Attorney Thomas Bodnar. Board members did not discuss any subject matter other than the subject matter as specified in the Public Notice. Martin, C rk REGULAR MEETING NOVEMBER 8, 2006 1 1 The Board of Public Safety met in the regular meeting at 9:15 a.m. on Wednesday, November 8, 2006, with President Jesusa Rodriguez and Board Members Juanita Dempsey, Bruce J. BonDurant and Patrick D. Cottrell present. Mr. Donald Alford was not present. Also present were Police Chief Thomas Fautz, Fire Chief Luther Taylor and Board Attorney Thomas Bodnar. The meeting was held in the Board of Public Works Meeting Room, 13th Floor, County City Building, South Bend, Indiana. ACCEPT MINUTES OF PREVIOUS MEETINGS Upon a motion made by Mr. BonDurant, seconded by Mr. Alford and carried, the minutes of the Public Agenda Session, Executive Session, and Regular meetings of the Board held on October 25, 2006 were accepted. POLICE DEPARTMENT APPROVAL OF REQUEST FOR LEAVE OF ABSENCE - CORPORAL ANNE SCHELLINGER In a letter to the Board, Chief Fautz requested that Corporal Anne Schellinger be granted a paid extended medical leave of forty three (43) calendar days from November 14, 2006 to December 26, 2006. Upon a motion made by Mr. Cottrell, seconded by Ms. Dempsey and carried, the request for leave of absence was approved. EMPLOYEES OF THE MONTH - SERGEANT CYNTHIA KILGORE -CORPORAL DAVID MODLIN Sergeant Cynthia Kilgore and Corporal David Modlin were selected as Employees of the Month. The award is to recognize officers or civilian employees on the South Bend Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of the community policing efforts with citizens of South Bend. Chief Fautz noted Sergeant Kilgore and Corporal Modlin have done a tremendous job on ^ ~i0 REGULAR MEETING NOVEMBER 8, 2006 the police force. There being no further discussion, the recommendation was accepted and filed. ACCEPT AND FILE 3rd QUARTERLY REPORT FOR SPECIALIZED SCHOOL -JULY THROUGH SEPTEMBER 2006 Captain Wanda Shock, Director of Training, South Bend Police Department, submitted the Quarterly Report for Specialized School for July through September 2006. Upon a motion made by President Rodriguez, seconded by Mr. BonDurant and carried, the Quarterly Report was accepted and filed. FIRE DEPARTMENT ADOPT RESOLUTION NO. 62-2006 -COMMENDATION TO FIREFIGHTER BRENT VAN BRUAENE Chief Taylor read the following Resolution. Upon a motion made by President Rodriguez, seconded by Mr. BonDurant and carried, the following Resolution was adopted by the Board of Public Safety: RESOLUTION NO. 62-2006 WHEREAS, the Board of Public Safety wishes to issue Commendations to individuals who perform meritorious service on behalf of the citizens of this Community, and; WHEREAS, such service shall be recognized by the Board of Public Safety and appropriate Commendation shall be presented to the individual performing said meritorious service. NOW, THEREFORE, BE IT RESOLVED, that Commendation be given to: FIREFIGHTER BRENT VAN BRUAENE On October 16, 2006 at approximately 12:30 p.m., Firefighter Brent Van Bruaene, a member of the South Bend Fire Department, while off duty and driving eastbound on the Indiana Toll Road witnessed an accident occurring in the westbound lanes. Seeing no medical or police assistance at the scene, he decided to turn around to see if anyone was in danger or needed assistance. As he approached the truck which was involved in the accident, he noted that the driver had extensive face and head injuries. As Firefighter Van Bruaene was assessing the injuries, a fire started in the engine compartment of an SUV, the other vehicle involved in the accident. The driver of the SUV was still in the vehicle. Firefighter Van Bruaene approached the fiery vehicle and was advised by its driver that his leg was pinned and he couldn't move. Attempting to free the driver's leg while the fire was getting worse, Firefighter Van Bruaene instructed a civilian in the vicinity to get a fire extinguisher while he (Van Bruaene) continued to attempt to free the driver and advised the driver how to minimize the danger of burns. Then firefighter Van Bruaene discovered the driver's boot laces were wedged under the seat and he untied the Iaces and loosened the boot. Finally, with the help of a County police officer he was able to free the driver's leg and remove the driver to safety. Firefighter Van Bruaene then proceeded to give further medical care and attention to the two drivers until Medic 12 of the South Bend Fire Department and Harris Township firefighters arrived on the scene. While Firefighter Van Bruaene was under no obligation to respond to the two vehicle accident, his concern, competence and quick thinking helped save one driver from serious burns and ' provided immediate medical assistant to the other. BE IT FURTHER RESOLVED that Firefighter Brent Van Bruaene be commended and recognized by the City of South Bend for his dedication, skill, courage and professionalism. BonDurant, Member ADOPT RESOLUTION NO 63-2006 -COMMENDATION TO THE CREW OF QUINT 7, "A" SHIFT SOUTH BEND FIRE DEPARTMENT Chief Taylor read the following Resolution. NOW, THEREFORE, BE IT RESOLVED, that Commendation be given to: ENGINEER FRED GUNTHER ENGINEER PARAMEDIC DAVID LEE ENGINEER SCOTT SEARFOSS On October 12, 2006 at approximately 2:33 p.m., the crew of Quint 7, while returning to the station from a house fire, responded to a call for a commercial apartment fire at 1667 Riverside, South Bend, Indiana. The crew on Quint 7 consisted of Engineer Fred Gunther, Engineer Paramedic David Lee and Engineer Scott Searfoss. In less than three minutes they reached the scene of a fire. Upon arriving at the scene they were met by Shawn Gray who directed them to apartment 1667 and advised them that a woman was inside the apartment. Amidst heavy smoke and flames Engineer Fred Gunther, Engineer Paramedic David Lee and Engineer Scott Searfoss courageously entered the burning apartment and found a severely burned woman in the bedroom. They removed her from the burning apartment and began airway management. When an ambulance arrived, Engineer Paramedic David Lee started an IV to restore fluids to the burn victim, while the other firefighters maintained her airway and helped to move the victim into the ambulance. Although the woman later died as a result of her burns, the actions of Engineer Fred Gunther, Engineer Paramedic David Lee and Engineer Scott Searfoss were courageous, prompt, appropriate and professional. BE IT FURTHER RESOLVED that Engineer Fred Gunther, Engineer Paramedic David Lee and Engineer Scott Searfoss be commended and recognized by the City of South Bend for their courage and professionalism. Martin, Clerk APPROVAL OF REQUEST FOR PROMOTION -JAMES GADACZ Fire Chief Luther Taylor requested that Engineer James Gadacz be promoted from the rank of Engineer to the rank of Captain effective November 18, 2006. He has successfully completed the necessary requirements. Upon a motion made by Mr. BonDurant, seconded by Ms. Dempsey and carried, the promotion was accepted and approved.
