HomeMy WebLinkAbout07/26/06 Board of Public Safety Minutesc7 PUBLIC AGENDA SESSION JULY 26, 2006 "1'I~e Board of Public Safety met in the Public Agenda Session at 8:05 a.m. on Wednesday, July 26, 2006 with President Jesusa Rodriguez. Board Members Juanita Dempsey, Donald Alford, Patrick D. Cottrell and Bruce J. BonDurant were present. Police Chief Thomas Fautz was not present. Also present were Uniform Division Chief Darryl Boykins, Fire:Chief Luther Taylor and Board Attorney Thomas Bodnar. .The meeting was held in the Board of Public Works Meeting Room, 13`h Floor County City Building, South Bend, Indiana. Board members discussed the following item(s) from that list: -Additions ~ • Request for Letter to Pension Board -Police Department - Letter of Understanding -Fire Department Mr. Tom Bodnar, Legal, stated this report comes from a joint committee of members of the Labor-Management Committee of the South Bend Fire Department, representing the Fire Department Administration and Local 362 of the International Association of Firefighters, AFL-CIO. Mr. Bodnar stated this is a recommendation to establish a new promotion process in the South Bend Fire Department. Mr. BonDurant noted the following corrections to the report: Item 4.0. "Personnel Jack" corrected to "Personnel Jacket", and "Pass/Fail" corrected to "Pass-Fail". Also, item ,4.2., the " 2." should be tabbed to the right one (1) more step, and the "d." then tabbed to the right one (1) more step. For Item 5., the 40% should be underlined and 100% entered below it. Chief Luther Taylor commented the report is not intended to be all inclusive, and through their hard work, the joint committee recognizes that not all issues are addressed. Ms. Rodriguez commented about possibility of a Board of Public Safety member serving on this joint committee. Mr. Bodnar stated this report would not prevent any grieveable rights. -Statistics -Fire Department Chief Taylor commented the run volume is normal. Mr. Alford requested the Police and Fire Departments coordinate the yearly order comparing "2005" verses "2006" are displayed. - Retirement -Police Department Mr. Bodnar stated Captain Friend provided considerable service to the City, and worked with the elderly. - Promotion -Police Department Mr. Bodnar stated the correspondence date should be corrected to "July" rather then `.Tune". Mr. BodrTar noted that Corporal Ronald Nowicki had been demoted previously, however, using a consistent period of time as with others, Corporal Nowicki is being promoted back to his rank of Sergeant. - Donations -Police Department Mr. Bodnax stated four (4) donations to the Police Department were being acknowledged. - Employee Recognition -Police Department Chief Boykins noted due to department vacations they were delayed in determining the May Employee of the Month Award. - Statistics -Police Department Chief Boykins stated there are still problems with people entering vacant houses removing scrap metals, however they are promoting Neighborhood Watch to identify These burglaries. Shootings seem to be occurring in African-American communities which seem to be having problems at this time. Motor vehicle thefts may be attributable to summer time, possible "chop shops" near by, joy riders, or drug exchanges occurring., Chief Boykins also .noted traffic enforcement will be on the hncrease due to the start of school approaching. - (otter to Pension Board -Police Department Mr. Bodnar states the Chief is asking the Board to recommend the Pension Board have a hearing to address the issue, as the officer involved chooses not to request a hearing. BonDurant, Member T" 'EST: .Angela .Jacob, rk [?XECUTIVE SESSION JULY ~, 2006 The Board of Public Safety met in Executive Session on Wednesday, huly 5, 2006, at 8:40 a.m. The meeting was held in the Mayor s Coriference Room, 14 Floor, County City Building, South Bend, Indiana, for the purposes specified in LC. 5-14-1.5-6.1 (b) (2) (T3) and (b) (6) (A). President Jesusa Rodriguez and Board Members Juanita Dempsey, Donald Alford, Bruce J. BonDurant and Patrick Cottrell were present. Police Chief Thomas Fautz was not present. Also present were Uniform Division Police Chief Darryl Boykins, Fire Chief Luther Taylor and Board Attorney Thomas Bodnar. Board members did not discuss any subject matter other than the subject matter as specified in the Public Notice. BonDurant, Member REGULAR MEETING JULY 26, 2006 1' ~,~ T11e Board of Public Safety met in the regular meeting at 9:15 a.m. on Wednesday, July 26, 2006, with President Jesusa Rodriguez and Board Members Juanita Dempsey, Donald Alford, Bruce J. BonDurant and Patrick D. Cottrell present. Police Chief Thomas Fautz was not present. Also present were Uniform Division Chief Darryl Boykins, Fire Chief Luther Taylor and Board Attorney Thomas. Bodnar.. The meeting was held in the board of Public Works Meeting Room, 13t° Floor, County City Building, South Bend, Indiana. APPROVE MINUTES OF PREVIOUS MEETINGS President Rodriguez made a motion that the minutes of the Public Agenda Session, Executive Session, and Regular meetings of the Board held on July 5, 2006 be approved, if there were no objections by members of the Board. Mr. BonDurant seconded the motion which carried. POLICE DEPARTMENT ACCEPT AND APPROVE RETIREMENT -CAPTAIN EDWARD I. FRIEND In a letter to the Board, Chief Fautz submitted an Application and Declaration for Retirement for Captain Edward I. Friend. He is retiring in good standing from the South Bend Police Departme~:t:effective August 4, 2006, after serving the Department for forty- three (43) years, nine (9} month and nineteen (19) days. The Board wished him well in his endeavors. Mr. Friend stated it was a privilege to serve. Upon a motion made by Ms. Dempsey, seconded by Mr. Cottrell and carried, the retirement was accepted and approved. ACCEPT AND APPROVE PROMOTION -CORPORAL RONALD NOWICKI Chief Luther Taylor recommended that the above listed individual be promoted to the rank of Sergeant in the Investigative Division, Major Crimes Unit, effective July 19, 2006. Upon a motion made by Ms. Dempsey, seconded by Mr. Cottrell and carried, the promotion was accepted and approved. ACCEPT AND FILE DONATIONS TO SOUTH BEND POLICE DEPARTMENT Chief Fautz advised the Board of generous donations made to the South Bend Police Department by TRANSPO. TRANSPO participated with the Senior Citizens Police Academy, 2006 by donating the use of a TRANSPO Trolley and driver for the tour visit's tra~TSportation during the academy. on June 13th, .2006.. TRANSPO also donated recruitment posters, at their expense, and displayed posters in their fleet vehicles, contributing to successful student enrollment. There being no further discussion, upon a motion made by Ms. Dempsey, seconded by Mr. Cottrell and carried, the donations were accepted and filed. Ms. Rodriguez noted that a motion was not necessary. ACCEPT AND FILE DONATIONS TO SOUTH BEND POLICE DEPARTMENT Chief Fautz advised the Board of generous donations made to the South Bend Police Department by the family. of Jon Moses. Mr. Moses supplied gifts and dolls for children who visit the Department or are victims of accident situations. Mrs. Amy Moses provided transportation for their son Simon and his friends to contribute efforts and good deeds towards dealing with children. There being no further discussion, the donations ~~-ere accepted and filed. ACCEPT AND FILE DONATIONS TO SOUTH BEND POLICE DEPARTMENT Chief Fautz advised the Board of generous donations made to the South Bend Police Department by Simon`Moses to contribute his efforts and good deeds towards dealing with children. Simon brought the dolls that his family donated to Headquarters when Corporal Scott Severens died in the line of duty, using allowance money and hard earned pay he received, toward the tribute. Then during the 4t" of July holiday, 2006, Simon and his friends gathered financial resources to pay further tribute to other fallen officers. Simon's benevolence is recognized and deeply appreciated. There being no further discussion, the donations were accepted and filed. f " ~' t Y REGULAR MEETING 3ULY 26, 2006 ACCEPT AND FILE DONATIONS TO SOUTH BEND POLICE DEPARTMENT Chief Fautz advised the Board of generous donations made to the South Bend Police Department by Mr. Darwin Enders. Mr. Enders provided `gun safety' stickers with the positive message from "Eddie Eagle" and should be a good teaching tool for youngsters. Mr. Enders has been a friend to the South Bend Police Department for many years. His friendship is appreciated and he is to be commended for his continued efforts with the LaPorte, Indiana, County Historical Steam Society, Inc•. There being no further discussion, the donations were accepted and filed. ' EMPLOYEE OF THE MONTH RECOGNITION -MAY 2006 -PATROLMAN :If1SON KING Tn a letter to `the Board, Chief Thomas Fautz recognized Patrolman Jason King, as Employee of the Month for May 2006. The award recognizes officers, civilian employees and volunteers within the Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of community policing efforts with the citizens of the City of South Bend. Chief Darryl Boykins further stated Patrolman King is a new officer.: There being no further discussion, the Employee of the Month Recognition was accepted and filed. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT -JUNE 2006 President Rodriguez indicated that unless there were questions or objections by members of the Board, the statistical report for the month of 3une 2006 as submitted by the Police Department would be;:accepted for filing. The Board of Public Safety will schedule a Special Meeting to discuss the matter. Upon a motion made by Ms. Dempsey, seconded by Mr. BonDurant and carried, the letter of request in the above matter was approved. ~TRE DEPARTMENT LG7'TER OF UNDERSTANDING -LOCAL NO. 362 -PROMOTION PROCESS Chief Luther Taylor submitted to the Board a letter of understanding between the City aild Local No. 362, arising out of meetings of the South Bend Fire Department Labor Management Committee, with respect to a Promotion Process: The Promotion Process _ has been designed to select the individuals best qualified to be promoted to the rank of Fire Suppression Captain and Paramedic Captain. The system will have a testing component including a.,written exam, oral interview .and. a'scenario ,based exercise of which will be used to compile a score for the applicant. Chief Taylor commented that it is a proud moment to provide this document. There being no further discussion, upon a motion made by Mr. Alford, seconded by Mr. Cottrell and carried, the Letter of Understanding was accepted and approved. REGULAR MEETING JULY 26, 2006 PILING OF MJNTHLY STATISTICAL REPORT-JUNE 2006 Chief Luther Taylor submitted to the Board the monthly report for the month of June 2006 compiled by the Prevention/Inspection Bureau of the Fire Department.
