REGULAR MEETING JUNE 28. 2016 220 <br />Dominik <br />The Genera] <br />Sidewalk Cafe <br />Monday- <br />609 & 613 East <br />Ma adikBelos <br />Deli & Cafe <br />Permit <br />Friday, 7:00 <br />Jefferson Blvd, <br />a.m. to 7:00 <br />p.m.; Saturday, <br />9:00 a.m. to <br />5:00 P.M. <br />ADDITION TO THE AGENDA — NON-RESIDENTIAL BLOCK PARTY — NAP TOWN <br />RIDER'S ANNUAL ANNIVERSARY PARTY <br />Mr. Samuel Brown, Petitioner, introduced himself to the Board and stated he is an honorary <br />member of the Nap Town Motorcycle Club and is trying to help them get the paperwork <br />processed for an annual event they hold. He stated they are requesting to close Werwinski Street <br />between College Street and Wilbur Street during their events on July 8, 9, and 10 from 8:00 a.m. <br />Friday to 3:00 a.m. Sunday for parking, to keep the traffic out of the residential neighborhood. <br />He stated he talked to the business on the block and they are okay with the closure as long as <br />there is no trash. He noted he is planning on talking to the neighbors on Longley Street also. <br />Lieutenant Gene Eyster stated he first received an application that had no times or description of <br />the event last week and was given all unfavorable recommendations from Fire, Police and <br />Traffic Departments. He stated this morning he received another application with the times and <br />event time but he still recommends against the event due to the last minute application; Mr. <br />Brown is not the property owner; and no neighbors have signedoff on the application. He added <br />City Ordinance allows only until 8:00 p.m. for block parties. Fire Chief Steve Cox stated his <br />concern is having direct access to the buildings on the street, noting if parking is allowed in the <br />street, the Fire Department would have difficulty accessing the businesses on the block. Mr. <br />Brown stated he would make sure that if there was an emergency, he would have the people <br />available to move their cars. Chief Cox noted they had concerns about the original application <br />with no times and no name of the event, but the Fire Department is all about access and whether <br />it is impeded. Ms. Maradik asked if the businesses on the street were contacted. Mr. Brown <br />stated no one is operating at the time of the event, adding there are two (2) businesses in the _ <br />location and both are closed. IIe stated it was his fault for not getting all of the information on <br />the application. Mr. Gilot asked if he can live with the restriction of 8:00 a.m. to 8:00 p.m. of the <br />Ordinance. Mr. Brown stated there are two (2) events, one a Birthday Party on Friday, and <br />Saturday is a President's Meeting, dinner, and dance. Mr. Eric Horvath, Director of Public <br />Works, stated there are no restrictions on the street for parking, it is allowed on both sides of the <br />street. Mr. Brown stated it is so narrow, they are trying to keep traffic away from the residential <br />area. Chief Cox stated he drove down the street this morning and it isn't actually that narrow, <br />noting there is room for a fire truck. He noted if the street was closed they couldn't get a fire <br />truck down there. Assistant Chief Jeff Rynearson stated he has concerns that if the street is <br />blocked off it encourages people to park in the street and congregate in the street. if it is left open <br />with traffic flow, they won't congregate. Lieutenant Eyster questioned where the event is <br />supposed to be held. Mr. Brown stated at 648 College Street, adding that was on the application. <br />Ms. Dorau suggested if parking is on both sides of the street, they could just go ahead and park, <br />asking Mr. Brown if his goal is to keep traffic for the event under control. Mr. Brown stated it is <br />adding they don't want to upset the residents. Mr. Gilot asked if a sign could be posted stating <br />"Open for Local Traffic only; Keep 12' Fire Lane Open" and a half blockage placed at each end <br />of the street. Mr. Horvath agreed it could. Ms. Maradik added it should also state "No <br />Congregating in Streets". The Board agreed the application submitted was not the appropriate <br />application, this was not actually a block party. Mr. Relos made a motion to approve the <br />restriction of access with partial closure at each end and signs stating traffic restricted for event <br />traffic only, maintenance of 12' fire lane, and no congregating in the street. Ms. Maradik <br />seconded the motion, which carried. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Ms. Maradik, seconded by Mr. Relos and carried, the following traffic <br />control devices were approved: <br />NEW INSTALLATION: Handicapped Accessible Parking Space Sign <br />LOCATION: 130 E A]tgeld St. <br />2615 Frederickson St. <br />REMARKS: All criteria has been met <br />
