<br />PERSONNEL & FINANCE 9-14-09 <br />Tom LaFountain, Chairperson, Personnel and Finance Committee called the meeting to <br />order at 4:08 p.m. <br />Committee Members Present: Tom LaFountain, Oliver Davis, David Varner, Karen L. <br />White <br />Other Councilmember's Present: Tim Rouse, Derek Dieter, Ann Puzzello, Henry Davis, <br />Jr., Al "Buddy" Kirsits <br />Other's Present: Mayor Steve Luecke, Gary Gilot, Phil St. Clair, Gregg Zientara, Jeff <br />Gibney, Dennis Andres, Martha Lewis, Rita Kopala, Kathleen Cekanski-Farrand, <br />Matthew Seese <br />Agenda: Bill No. 60-09 -Levying & Fixing Tax Rates 2010 <br />Bill No. 61-09 -Appropriations 2010 <br />Bill No. 62-09 -Appropriations -Enterprise Funds <br />Personnel and Finance Chairperson, Tom LaFoutain with full Committee and Council in <br />attendance recounted the numerous budget hearings held to date which have resulted in <br />the bills sent by the administration for consideration and public hearings at tonight's <br />meeting. Council Member LaFountain explained there would be a presentation by the <br />Mayor and Controller followed by a public hearing and discussion in the Council portion, <br />where it would be continued for a final vote of 9-28-09. ' <br />Mayor Luecke, having been recognized by Mr. LaFountain. ,asked that the three budget <br />related Bills 50, 61, and 62-09 be combined for public hearing. That request accepted the <br />Mayor with two handouts (attached) proceeded to provide background to the budget <br />process. Most significantly he noted, was the difficulty in projecting a budge based upon <br />incomplete data partially supplied by the Indiana Department of Local Government <br />Finance. Accurate revenue estimates absent, the assumptions of revenues available and <br />the timing of their distribution made the budget process an art as much as a science. <br />
