Staff Report <br />APC # <br />2784 -16 <br />Owner: <br />Beacon Health System, Inc. <br />Location: <br />529 Crescent Avenue <br />Jurisdiction: <br />City of South Bend <br />Public Hearing Date: <br />6/21/2016 <br />Requested Action: <br />6/9/2016 <br />Red in Clerk's Office <br />f fN�IA <br />KAREEMAH FOWLER <br />CITY CLERK, SOUTH SEND, IN <br />The petitioner is requesting a zone change from MF 1 Urban Corridor Multifamily District <br />and MU Mixed Use District to SF2 Single Family & Two Family District. <br />Land Uses and Zoning: <br />On site: On site is a vacant lot. <br />North: To the north is a vacant lot zoned SF2 Single Family & Two Family <br />District. <br />East: To the east across Hill Street is a single family home zoned SF2 Single <br />Family & Two Family District. <br />South: To the south across Crescent Avenue is a vacant lot zoned S172 Single <br />Family & Two Family District and an office building zoned MU Mixed <br />Use District. <br />West: To the west is an office building zoned MU Mixed Use District. <br />District Uses and Development Standards: <br />The SF2 District is established to protect, promote and maintain the development of single <br />family dwellings and two family dwellings in the urban core of the City of South Bend as <br />well as to provide for limited public and institutional uses that are compatible with an <br />urban residential neighborhood. The availability of public facilities (e.g., public water, <br />public sanitary sewer, storm sewer, natural gas, electricity, telephone, etc.) is required for <br />development within this district. <br />Site Plan Description: <br />A site plan is not required for rezonings to S172 Single Family & Two Family District. <br />Zoning and Land Use History And Trends: <br />Prior to 2004, the property was zoned "B" Residential and "D" Light Industrial. <br />Traffic and Transportation Considerations: <br />Crescent Avenue has two lanes. Hill Street has two lanes with on- street parking. <br />Utilities: <br />The site will be served by municipal sewer and water. <br />Agency Comments: <br />The County Surveyor, City Engineer, and the Department of Community Investment <br />recommend approval. <br />Commitments: <br />The petitioner is not proposing any written commitments. <br />APC # 2784 -16 Page 1 of 2 <br />
