Kerr, City Engineer filed Bill #23 -16, which an ordinance <br />proposing to include new rules and regulations for assessment of installation charges. I am now filing a <br />third Substitute Bill #23 -16 which will codify and establish a legal basis for the City to waive assessment <br />and compact fee back payments from users prior to August 1, 2016. Included in this submission is also a <br />highlighted markup of the substitution bill that clarifies the substitutions being made to the original Bill. <br />As before, either I, or Director of Public Works Eric Horvath, will present this Bill to the Common <br />Council at its appropriate committee meeting and at the public hearing during the Common Council's <br />regular meeting. <br />Thank you for your consideration of this Substitute Bill. <br />Sincerely, <br />Patrick C.
