BOARD OF PUBLIC WORKS MEETING RECESSED
The Boadd of Works meeting recessed until 10:30 a.m., August 15, 2006, for Agenda
Items 3C, 3D, and 3E.
BOARD OF PUBLIC WORKS MEETING RE-CONVENED
The Board of Public Works re-convened at 10:35 a.m. on August 15, 2006, with
President Gary Gilot and Board Members Carl Littrell and Donald Inks present. Boadd
Attorney Thomas Bodnar was also present.
Mr. Inks stated South Bend Heritage Foundation submitted a letter explaining the
Natatorium TIF Expenditures and their quotation process.
The Boadd reviewed the Natatorium project and the work involved. Mr. Littrell stated
on August 14, 2006, the Boadd opened and read two (2) quotations solicited by the South
Bend Heritage Foundation for electric service. Mr. Littrell recommended that the
contract be awarded to the lowest, responsive and responsible bidder, JKM Wiring, in the
amount of $225.00. Mr. Gilot seconded the motion which carried.
Five (5) quotations were solicited by the South Bend Heritage Foundation for masonry
restoration. The quote from Slatile Roofing was on two separate submittals, separately
dated. The quote from Masonry Contractors, Inc. acknowledged only three (3) addenda
of those apparently issued. Its price quotations do not match that of the first company.
The quotation from Atlas Building Services seems to match the items with the first
quotation, but offers voluntary alternates. The item descriptions in Ziolkowski
Construction's quotations do not match the items in the others. Advanced Masonry
Construction's quote acknowledged only three (3) addenda. Mr. Littrell made a motion
that all quotations be rejected and the project be re-bid to a more clearly defined scope
with use of a common proposal form. Mr. Gilot seconded the motion which carried.
