<br />award to the company with the lowest total. The question remains whether, since the
<br />Board has thrown one of the items out, the total price method can be used. Again, I.C. 5-
<br />22-17-12 requires breaking down into line items only if the solicitation makes a provision
<br />that a bid will be awarded by line. The Board has provided for an award by class, but not
<br />line. In accordance with LC. 5-22-17-12(c) we make a written determination as to why
<br />#24 Sand is being awarded with the other items in the class. Finally, there was another
<br />class of five (5) different items. There was only one bidder and it will receive the award
<br />of this class. The solicitation broke down the items in four (4) classes. The
<br />Transportation Director does not want the Board of Public Works to use its inherent '
<br />power to break down and award by lines and the Board is not obliged to do so. It is in the
<br />best interest of economy to pull out the one line item.
