I UTILITIES COMMITTEE <br />AUGUST 10, 2009 <br />Oliver Davis, Chairperson, Utilities Committee called the meeting to order at 4:51 p.m. <br />The following were in attendance: <br />Committee Members Present: Ann Puzzello, Tom LaFountain <br />Other Councilmember's Present: Henry Davis, David Varner, Karen White, Tim Rouse <br />Other's Present: Kathleen Cekanski-Farrand, Martha Lewis, Ed Ronco, Gary Gilot, <br />Randy Rompola <br />Agenda: Bill No. 56-09 -Sewage Works Bonds <br />Discussion sewer line in District 2 <br />At Chairperson Oliver Davis' request Gary Gilot made the presentation. Gary explained <br />the request to approve the issuance of sewage bonds for "CSO Net Phase 2" <br />improvements. Included in the EPA mandated project would be acquisition, construction <br />and installation of flow measurement instruments, valves, and piping changes to actuate <br />real time monitoring and control at various CSO diversions structure throttle line <br />locations. Financing would come from $3,089,000 dollars of federal stimulus money <br />granted to the city and low interest loans supported by sewer revenues. While <br />complicated the program was a "good deal" and was mandated by the EPA. <br />Councilmember Puzzello motioned to send the second substitute bill presently under <br />consideration to the full Council favorably. Councilmember LaFountain offered a second <br />all approved. <br />The second agenda item was to focus on host of citizen complaints received by <br />Councilmember Henry Davis regarding sewer overflows in the second district perhaps as <br />a result of work recently done in the 2°d District by the City. Testifying to the problem <br />were John & Mary Gayden of 114 N. Burbank who suffered sewer backup damage to <br />their basement. Damage claims were filed and denied. Council Attorney Kathleen <br />Cekanski-Farrand recommended an executive session to address the dispute. <br />There being no further business to come before the committee at this time, Chairperson <br />Oliver Davis, adjourned the meeting at 5:20 p.m. <br />
