5 Criteria (per IC 36-7-4-603):' <br />1. Comprehensive Plan: <br />Policy Plan: <br />City Plan. South Bend Comprehensive Plan, November 2006 <br />Land Use 2.4: Provide buffer spaces between non-compatible land uses. <br />Because the building is built on the lot line, there is no room to properly buffer the houses <br />to the south or east with perimeter or foundation landscaping. <br />band Use Plan: <br />The Future Land Use Map shows this area as~ Light Industrial. <br />2. Current conditions and character: <br />The commercial building is vacant. The two single family homes are functioning as single family <br />homes, however, the petitioners plan to raze them once they are vacated. The area has a mix of <br />single family homes, businesses, and light industrial uses. <br />3. Most desirable use: <br />The most desirable use is light industrial, commercial or office. <br />4. Conservation of property values: <br />Surrounding property values may be affected. <br />5. Responsible development and growth: <br />It is responsible development and growth to protect the residential homes and business area by <br />limiting heavy industrial uses in this area. <br />Recommendation: <br />Based on information available prior to the public hearing, the staff recommends that the petition <br />be sent to the Common Council with an unfavorable recommendation. The staff would be more <br />supportive of a LI Light Industrial zoning classification. <br />Analysis: <br />The general area is a mixture of commercial, business and very light industrial uses. The <br />rezoning of this property to the GI General Industrial classification would potentially introduce <br />more intensive and incompatible uses than generally found for amulti-block area along Main <br />Street. <br />Huffaker Enterprises, Inc. <br />#2524-09 <br />Page 2 of 2 <br />
