South Bend Central Development Area <br /> <br />(2) continued… <br /> <br />the East Bank Village Master Plan). He <br />noted that the East Bank Village Master Plan <br />Phase I was completed in 2008. <br /> <br />The potential relocation of the Transpo <br />maintenance facility to Ignition Park will <br />open up about 25 acres for development. <br />Staff realized that the river front was under <br />utilized and we did not have a strategic plan <br />for the area. The Commission hired the same <br />consultant that worked on the East Bank <br />Village Master Plan, JJR, to develop the <br />Howard Park Neighborhood Master Plan. <br /> <br />JJR used a series of charrettes to solicit <br />suggestions from stake holders. The <br />resulting plan includes primarily residential <br />development on the Transpo site. It includes <br />reworking of the river front, an update of <br />Howard Park, bike paths and walkways along <br />the river. It also suggests the conversion of <br />commercial property back to residential <br />along Jefferson Blvd. The plan also suggests <br />the removal of the cloverleaf off of Eddy <br />Street. Holladay Properties is currently <br />applying for a federal grant to help move the <br />cloverleaf. <br /> <br />Staff intends to present a declaratory <br />resolution at the next Commission meeting to <br />expand the boundaries of the South Bend <br />Central Development Area to include all the <br />area covered by the Howard Park <br />Neighborhood Master Plan. That would have <br />to be approved by the Area Plan Commission <br />and South Bend Common Council, followed <br /> 15 <br /> <br />
