REGULAR MEETING JANUARY 18, <br />2006 <br />These Commissions are issued for the purpose of writing citations for Ordinance violations where such <br />violations have fines set by Superior Court Judges. These Commissions will also empower the above- <br />listed individuals to enforce the Snow Route and Residential Snow Emergencies and to tow vehicles <br />found to be in violation of these Ordinances. These Commissions also include Animal Control officers <br />who issue tickets for nuisance violations. These Commissions do not authorize the powers of arrest nor <br />the carrying or use of a weapon. <br />Police Chief Fautz stated that any previous Special Police Commissions that were issued to anyone <br />not listed in his recommendation letter, are now rescinded. The aforementioned police commissions <br />are in effect until rescinded. All of the aforementioned individuals have met the Commission <br />requirements of the South Bend Police Department. <br />Upon a motion by Mr. Cottrell, seconded by Mr. Alford and carried, the above Special Police <br />Commissions were approved. <br />APPROVAL OF REQUEST TO RESCIND LEAVE OF ABSENCE -PATROLMAN BILLY <br />PELLETIER <br />In a letter dated January 9, 2006, Patrolman Billy Pelletier stated that he will no longer need his <br />previously approved leave of absence and now rescinds his request. Patrolman Pelletier stated that he <br />expects to return to work on January 23, 2006. In a motion by Mr. Cottrell, seconded by Mr. Alford <br />and carried, the request to rescind a leave of absence was approved. <br />ACCEPT DONATIONS TO SOUTH BEND POLICE DEPARTMENT <br />In a letter to the Board, Captain Wanda Shock stated that the Policemen's Credit Union made a <br />donation in the amount of $100.00 to be used for children's safety education purposes. In addition, <br />Family Christian Stores, Mr. Jon Moses and Ms. Rosemary Lahey made donations of teddy bears, <br />dolls, children's gifts and blankets for use by the police and fire departments of the City of South <br />Bend to give to children and adults. There being no further discussion, the donations were accepted. <br />APPROVE DUTY MANUAL CHANGES <br />In a letter to the Board, Chief Thomas Fautz requested approval of changes to the following sections <br />of the South Bend Police Duty Manual, which are made in the form of General Orders. <br />-The General Order for the Indoor Range is an addition and does not replace any section of the Duty <br />Manual. <br />- The General Order on Missing Persons replaces Duty Manual Sections 440.00, 440.10, 440.20, <br />440.30, 440.40, and 441.00. <br />- The General Order on Stop and Frisk replaces Duty Manual Sections 500.00, 500.02, 500.03, <br />500.04, 500.05, and 500.06. <br />- The General Order on Public Information replaces Duty Manual Sections 450.00, 450.01, and <br />450.02 to 450.09. <br />- The General Order on Social Contact replaces Duty Manual Section 500.01. <br />Upon a motion made by Mr. Cottrell, seconded by Ms. Dempsey, and by and carried, the Duty <br />Manual changes were accepted and approved. <br />FILING OF QUARTERLY REPORT FOR SPECIALIZED TRAINING -OCTOBER THROUGH <br />DECEMBER 2005 <br />Captain Wanda Shock, Director of Training, South Bend Police Department, submitted to the Board <br />a written Quarterly Report for Specialized Training for the period of October Through December <br />2005. The report indicated the specialized training attended, the names of the officers who attended <br />and the costs involved. There being no questions concerning this report, the Quarterly Report for <br />Specialized Training as submitted was accepted and filed. <br />
