PUBLIC AGENDA SESSION JANUARY 18. 2006 <br />The Board of Public Safety met in the Public Agenda Session at 8:03 a.m. on Wednesday, January 18, <br />2006 with President Jesusa Rodriguez and Board Members Juanita Dempsey, Donald Alford and <br />Patrick D. Cottrell present. Also present were Police Chief Thomas H. Fautz, Fire Chief Luther <br />Taylor and Board Attorney Thomas Bodnar. <br />The meeting was held in the Board of Public Works Meeting Room, 13~` Floor, County City Building, <br />South Bend, Indiana. <br />Board members discussed the following item(s) from that list. <br />Mr. Bodnar stated the attorney for Jeremy Downs wants to accept the disciplinary action <br />recommended by Police Chief Luther Taylor. The Board stated they would like to further discuss the <br />matter with Attorney Joseph Simeri. <br />- Minutes <br />The Clerk submitted an updated page to the minutes. <br />- Swearing in of Firefighter -Fire Department <br />Chief Taylor stated this firefighter is transferring from the City of Mishawaka, Indiana and is <br />still required to be sworn in. This individual will still attend schooling. <br />- Firefighter Recruit Training -Fire Department <br />Chief Taylor stated five (5) applications will be hired as civilians, and would be sworn in <br />around June of 2006. <br />- Monthly and Annual Statistics -Fire Department <br />It was noted that inspections doubled compared to 2004. Chief Taylor will check on the <br />statistics and report back. <br />- Special Police Commissions -Police Department <br />Mr. Bodnar stated Special Police Commissions are done once a year for newly commissioned <br />individuals. <br />- Rescind Leave of Absence <br />Chief Fautz stated the Board previously approved a Leave of Absence for this officer as a <br />result of an injury to his hand. Recently, his doctor stated surgery may improve the injury, <br />thus the officer would like to rescind the Leave of Absence, as he may regain use of his hand. <br />- Donations -Police Department <br />Chief Fautz stated several donations have been made to the Police Department, whichwill be <br />shared with the Fire Department. <br />- Duty Manual Changes -Police Department <br />Chief Fautz mentioned these changes are first in a series to be submitted over the next year in <br />conjunction with the update of the Duty Manual. The Board noted two errors which will be <br />corrected by the Police Department. <br />- Quarterly Training Report -Police Department <br />Chief Fautz stated a Command Staff Committee reviews officers' requests for training based <br />on their job description and budget. Training is balanced throughout the police force. <br />- Monthly Statistical Analysis -Police Department <br />Chief Fautz stated there is a 1% increase in crime for December 2005. <br />- Charge 06-01 <br />Mr. Bodnar stated the Charge would be discussed in Executive Session. <br />ADJOURNMENT <br />There being no further business to come before the Board, President Rodriguez declared the meeting <br />adjourned at 8:35 a.m. <br />BOARD OF PUBLIC SAFETY <br />OF THE CITY OF SOUTH BEND, INDIANA <br />s/Jesusa Rodriguez <br />s/Donald Alford <br />s/Juanita Dempsey <br />Attest: <br />s/Angela Jacob, Clerk <br />
