CITY OF SOUTH BEND PETE BUTTIGIEG, MAYOR <br />DEPARTMENT OF PUBLIC WORKS <br />Eric Horvath, Director <br />May 9, 2016 <br />Mr. Tim Scott <br />Council President, South Bend Common Council <br />4th Floor, County -City Building <br />South Bend, IN 46601 <br />Re: Bill #23 -16 Substitute Version <br />Dear Council President Tim Scott, <br />On April 20, 2016, I, Patrick C. Kerr, City Engineer filed Bill #23 -16, which an ordinance proposing <br />to include new rules and regulations for assessment of installation charges. That Bill, based upon further <br />review, would benefit from additional language. <br />Notable substitutions to the original Bill are as follows: <br />1) Multi - Family properties were improperly omitted from water assessment installation charges, so <br />language was modified to include these property types. <br />2) Compact fees, where applicable, shall be charged only for sewer main line connections and not <br />water main connections. <br />3) It shall be the City's right to retain previously collected assessment fees <br />I am now filing a Substitute Bill #23 -16 which codifies these additions among several minor clerical <br />changes to the original submission which proposes new rules and regulations for assessment of <br />installation charges.
