S <br />Raitt Corporation 2144 -02 STAFF REPORT June 10, 2002 <br />Location: the 22,500 block of State Road <br />23 <br />City of South Bend <br />REOUESTED ACTION: The petitioners are requesting a zone change <br />from "R" Residential (County Zoning) to "D" <br />Light Industrial, "A" Height and Area to allow <br />industrial uses. <br />EXISTING LAND USE: <br />The property is currently vacant land. <br />SURROUNDING LAND USE AND ZONING: <br />Located to the north is agricultural land <br />zoned "A" Agricultural and the U.S. 20 & 31 <br />Bypass; to the east across Magnolia Road are <br />single - family homes zoned "R" Residential; to <br />the south is vacant land and single - family <br />homes zoned "R" Residential; and to the west <br />are single - family homes zoned "R" Residential. <br />ACCESS: <br />Proposed access to the site will be from S.R. <br />23. <br />WATER SOURCE /SEWAGE DISPOSAL: <br />Water and sewer will be available to the site. <br />DRAINAGE: <br />The drainage has not been addressed by the <br />petitioner. <br />SITE DATA: <br />The total site to be rezoned is 39 acres. <br />ENVIRONMENTAL DATA: <br />A check of the Agency's maps indicates that no <br />public wells, flood hazards, wetlands or <br />enviromental hazard areas are present. <br />SITE PLAN: <br />The site plan is preliminary. <br />AGENCY COMMENTS: <br />PRELIMINARY <br />STAFF RECOMMENDATION• <br />Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation, subject to a final <br />site development plan showing berming and <br />landscape screening material adjacent to the <br />residentially zoned and used areas. The <br />Comprehensive Plan suggests that areas located <br />at the interchanges of the St. Joseph Valley <br />Parkway may be appropriate for industrial <br />zoning and uses. It is the staff's opinion <br />that this site is reasonable for an industrial <br />park with extensive landscaping and berming to <br />minimize the impacts on the surrounding <br />residential area. <br />
