South Bend Redevelopment Commission <br />Regular Meeting –August 7, 2009 <br /> <br />6. NEW BUSINESS (CONT.) <br /> <br />E. Northeast Neighborhood Development Area <br /> <br />(1) continued… <br /> <br />infill development guidelines relate to <br />installation of handicap ramps. Single family <br />guidelines do not impose costly design <br />standards that would prevent home <br />improvements. <br /> <br />Following Commission approval of a <br />resolution to add the Northeast <br />Neighborhood Design Guidelines to the <br />Northeast Neighborhood Development Plan, <br />both the Area Plan Commission and the <br />Common Council must also approve them. <br />Then the Commission will approve a <br />confirming resolution. After that the Overlay <br />Zone will go before the Area Plan <br />Commission and Common Council. <br /> <br />Ms. King asked about improvements south of <br />five-points: why is that necessary? Mr. <br />Vitton responded that the realigned South <br />Bend Avenue at five-points will direct more <br />traffic down Eddy Street. The improvements <br />will be between five-points and Madison <br />where there have been other recent <br />improvements. <br /> <br />Ms. King said that that area is one of a <br />decreasing number of moderately priced <br />housing areas. She wonders how those <br />changes will affect that neighborhood. She is <br />opposed to gentrifying. Mr. Byrd responded <br />that the improvements will only address <br />Eddy Street, not encroach on the <br />neighborhood. The simplest improvements <br />would be in the current right-of-way and <br />moving the sidewalks back from the street. <br /> 7 <br /> <br />
