Northeast Neighborhood Development Area <br /> <br /> <br />(1) Staff report on Northeast Neighborhood <br />Design Guidelines. <br /> <br />SNN <br />Mr. Vitton noted that through his city job he <br />TAFF REPORT ON ORTHEAST EIGHBORHOOD <br />DG <br />ESIGN UIDELINES <br />provides staff support to the Northeast <br />Neighborhood Revitalization Organization <br />(NNRO). The NNRO has been meeting for <br />about a year to update the Design Guidelines <br />for the Northeast Neighborhood. He noted <br />that the Northeast Neighborhood <br />Development Area Development Plan, <br />adopted in 2003, called for development of <br />design guidelines. Work was begun on them <br />in 2004, but they were never formally <br />adopted by the Commission or other <br />government agencies. However, with the <br />development of Eddy Street Commons, <br />improvements to State Road 23, and infill <br />development in the neighborhood, there has <br />been renewed interest in formalizing the <br />design guidelines. <br /> <br />A committee including representatives of the <br />NNRO, the Northeast Neighborhood <br />Council, Area Plan Commission, Building <br />Department, Common Council and <br />neighborhood residents has been meeting to <br />discuss the guidelines and has held five <br />public input/information meetings. The <br />committee has also been working on <br />formulating an Overlay Zone for the <br />Northeast Neighborhood based on those <br />guidelines. An Overlay District is a <br />“transparent” zone that lies on top of existing <br />zoning. It is used to add or modify design <br />standards or restrictions beyond those <br />required by the existing zoning.
