PUBLIC WORKS & PROPERTY VACATION <br />Committee Members Present: Jo M. Broden and John Voorde <br />APRIL 11, 2016 3:30 P.M. <br />Absent: Randy Kelly and Gavin Ferlic <br />Other Council Present: Regina Williams- Preston, Karen White, Oliver Davis, <br />David Varner and Tim Scott <br />Others Present: Kareemah Fowler, Alkeyna Aldridge, Kathleen Cekanski- <br />Farrand, Adriana Rodriguez, Jitin Kain and Corbitt Kerr <br />Agenda: Bill No. 14 -16 — Alley vacation at first north/south alley <br />west of Cushing from Lincoln Way West to the first <br />east /west alley <br />Jitin Kain, Smart Streets Briefing <br />Chairperson Jo M. Broden called to order the Public Works and Vacation Committee at 3:30 <br />p.m. explaining committee members Gavin Ferlic and Vice -Chair Randy Kelly were absent. <br />Chairperson Jo Broden went on to explain that in those members absence the committee did not <br />meet a quorum and would not be able to vote on the bills in question. The committee would send <br />items forward to Council with no recommendation. <br />Bill No. 14 -16 — Alley vacation at first north/south alley west of Cushing from Lincoln Way <br />West to the first east /west alley <br />Jitin Kain explained Corbitt Kerr who would present on Bill No. 14 -16 was not present yet. In <br />lieu of his absence, Jitin asked to present on Smart Streets first. <br />Chairperson Jo Broden agreed and introduced Jitin Kain as presenting the department overview <br />for Public Works. <br />Smart Streets & Department of Public Works Briefing <br />Jitin Kain, Department of Public Works with offices on the 13th floor of the County -City <br />building presented a brief update on the two -way street project. <br />Mr. Kain described the boundaries of the two- street project and presented an overview of the <br />new roundabouts. He explained, roundabouts facilitate the balance of a two -way street system <br />by shifting traffic to other streets as opposed to a signaling system which encourages drivers to <br />keep straight overloading main streets as a consequence. <br />Councilmember Davis asked a question pertaining to pedestrian access near the light at South <br />Street and Main Street at the Transpo station. The removal of the stoplight has caused safety <br />
