~.~~-~-~~z~ <br />• • SOUTH & <br />pF ~~~~1~ I',//~ EEO <br />lr; ~ i ~. <br />U \\/ O! <br />y ~~ ~e.'cE j ; Si <br />Community & Economic Development s~~~=~~ <br />1200 County-City Building, 227 West Jefferson, South Bend, Indiana 46601-1830 • Phone 574/235-9371 • Fax 574/235-9021 <br />To: Redevelopment Commissioners <br />From: Bill Schalliol, Economic Development Planner ~~~ <br />Subject: Confirming Resolution No. 2595 /) <br />Date: August 19, 2009 <br />Attached to this memorandum is Resolution No. 2595, which is a Confirming Resolution to amend the <br />Development Plan for the South Bend Central Economic Development Area. <br />On June 5, 2009, the Commission directed Staff to begin the statutory process to amend the Development Plan <br />of this Area and to add properties in the Coveleski Park Planning Area to the acquisition list. <br />On July 14, 2009, the Commission approved Resolution No. 2551, a Declaratory Resolution to amend the <br />Development Plan of this Area to allow for the acquisition and expenditure of funds on these various <br />properties. <br />On July 21, 2009, the St. Joseph County Area Plan Commission, the official planning body for the City of <br />South Bend, approved Resolution No. 200-09, which approved, ratified, and confirmed Resolution No. 2551, <br />determining that it conforms to the plan of development for the City. <br />On July 27, 2009, the South Bend Common Council, the municipal legislative body for the City, approved <br />Resolution No. 3986-09, which approved, ratified, and confirmed tl>.e Area Plan Commission's Resolution No. <br />200-09. <br />The final process in amending the Development Plan is to approve a Confirming Resolution which is being <br />presented to you today for review and approval. The Staff requests Commission approval of this Resolution <br />to add the following five properties clusters to the acquisition plan: <br />- The Manor 118 S William 2 parcels <br />- Fred's Transmission 501 W Western 3 parcels <br />- GMS Realty-Toyota Properties 300 & 400 blk of Western 10 parcels <br />- Schillings Camera Store 325-329 S Lafayette 1 parcel <br />- Nor Systems Inc. Computer Store 301 S Lafayette 1 parcel <br />The addition of these properties to the acquisition list will allow the Redevelopment Commission the <br />flexibility to acquire development parcels adjacent to existing owned Commission properties and allow for <br />controlled and consistent development planning in the Coveleski Park area. At the present time, the Fred's <br />Transmission and the Nor Systems property (and a service use on the Gates site) are the only active uses on <br />these properties and all of the other properties currently are vacant. <br />Staff requests Commission approval of Confirming Resolution 2595. <br />
