Northeast Neighborhood Development Area <br />(1) continued... <br />The sidewalks are currently right up to the <br />curb, so dangerous, and during winter snow <br />plowing covers the walks with snow. The <br />more aggressive plan for improvements calls <br />for acquisition of a few properties along <br />Eddy St. from Campeau to LaSalle to widen <br />the street to 90 feet and allow for <br />construction of a median. Mr. Byrd noted <br />that other plans for the neighborhood include <br />programs for moderate income housing and <br />rehab programs for the existing homes. <br />Ms. King asked about the onus to be put on <br />home owners under the overlay district. Mr. <br />Byrd responded that they have been very <br />careful to not make restrictions that would <br />cause financial hardship. <br />Mr. Downes asked what the impact would be <br />on the value of residents' homes and their <br />ability to sell their homes. Mr. Byrd <br />responded that there should be no effect, <br />other than, possibly, increased value. <br />Ms. King asked about the possibility of <br />enhancing the Campeau St. green space. Mr. <br />Byrd responded that there are no plans to <br />improve that. Ms. King said she thought <br />improvements to that green space would <br />greatly benefit the neighborhood at little cost. <br />She suggested it be considered. <br />There were some questions about the <br />potential median between Campeau and <br />LaSalle. Mr. Byrd said that the realignment <br />of S.R. 23 would include a median to <br />8 <br />
