Northeast Neighborhood Development Area <br />(1) continued... <br />development adheres to the existing zoning. <br />Overlay districts do not attract development, <br />but they ensure that the development that <br />does occur is of a higher quality. <br />Design Guidelines are just guidelines with no <br />teeth for enforcement. Only some of the <br />guidelines will become part of the Overlay <br />District, but the Overlay District is <br />enforceable. <br />The draft Design Guidelines for the <br />Northeast Neighborhood include <br />recommendations for residential property, <br />commercial property, mixed use property, <br />public right-of--way, signage and Eddy Street <br />south of "five points." <br />Staff intends to bring before the Commission <br />at its next meeting a resolution to amend the <br />Northeast Neighborhood Development Area <br />Development Plan by adding Design <br />Guidelines. <br />Mr. Vitton showed a graphic of the design of <br />the new "five-points" intersection. There <br />was interest in understanding those planned <br />changes. <br />Mr. Vitton said that the signage requirements <br />of these design guidelines recommend <br />following the sign guidelines established in <br />the Eddy Street Commons PUD. <br />Residential guidelines mostly address multi- <br />family development.
