GUNNY CHIEF OF POLICE <br />Common Council Members <br />City of South Bend <br />County-City Building <br />South Bend, IN 46601 <br />March 19, 1997 <br />Honorable Council Members <br />The City of South Bend's Police Department has been awarded a Federal Block <br />Grant for $304,524 for the years 1996-1997. A City Match of $33,836 is required to <br />accept the Department of Justice Funds and is being requested by this department from <br />the South Bend Common Council and Mayor Steve Luecke. This grant will enable the <br />Department to initiate several community programs and partnerships with different <br />community agencies and city departments. The Police Department will use these funds <br />to develop and fund some of the following programs within the community and <br />department: <br />1. Home Security Assessment and Installation Program for the Elderly in need of <br />additional Security in South Bend neighborhoods. <br />2. An Emergency Phone Call-back System will be purchased allowing the Department <br />to contact business and residents using a computerized phone data base and modems. <br />This call back system will be used to enlist citizen help in locating lost children, <br />missing persons, witnesses to crimes and to announce the evacuation of citizens due <br />to disasters, chemical spills or crimes in progress. <br />3. Community Oriented Policing training for all Police Department employees, city and <br />community leaders and Council Members. This training will focus on the tools <br />available to Law Enforcement and other city agencies to solve citizen problems and <br />concerns. <br />4. A Partnership with the South Bend Community Schools to introduce School <br />Identification Cards for all High School Students as a positive means of identification <br />to promote "safe schools". <br />5.
