SBBPC
OUTH END OARD OF ARK OMMISSIONERS
RM
EGULAR EETING
J15,2009
UNE

The Board of Park Commissioners of the Park District of the City of South Bend, Indiana met on
Monday the 15th of June 2009 at the O’Brien Administration & Recreation Center, 321 E. Walter
St., South Bend, Indiana for its regular meeting. Notice of the date, time and place of the meeting
were duly given as required by law.

Park Board members present were as follows:
Mr. Robert Henry, President
Mr. Robert Goodrich, Vice President
Dr. Thomas Kelly
Mr. Garrett Mullins

Park Board members absent were as follows:
None

Staff members present: Phil St. Clair, Superintendent; Bill Carleton, Betsy Harriman,
Administrative Director; Fiscal Officer; Paul McMinn, Assistant Recreation Director; Terry
DeRosa, Zoo Director; Richard Payton, Development Director; Mike Dyszkiewicz, Maintenance
Superintendent; Thomas Bodnar, Park Board Attorney

I.The meeting was called to order by Board President Robert Henry at 4:05 p.m.

II.The first order of business was the interviewing of interested citizens.

1.Report by South Bend Baseball Club, LLC
Mr. Terry Coleman of the South Bend Silver Hawks reported that attendance is up 25%
from last year at this time, despite four rain outs. This is attributed to the promotions that
they are having.

2.Concession Vendors
Mr. Michael Bueno translated for some vendors that wished to sell food concessions in the
parks at soccer and baseball games. They were unaware that they could not sell in City
parks without Park Board approval. They had business licenses and health permits, but
were unaware of the ordinances concerning selling in parks.
Director St. Clair requested that the Board approve a request to set fees for vendors to
sell in specific parks on specified days. He hoped this would help offset the budget cuts in
playground programs for next year and control the selling and consumption of alcohol in
these parks.
Mr. Goodrich made a motion to require all vendors in City Parks to have a concessions
contract. Small vendors will be charged $25 per contract and large vendors will be
charged $100 per contract. Details will be determined by staff. This will be effective as of
today.
Dr. Kelly seconded the motion and it was passed.
- - 1 - -
