• Related to these goals are a series of objectives. Some of these objectives apply <br />to the whole area. Other objectives, as identified, apply to the unique challenges and <br />opportunities facing the individual sub-areas. The area-wide objectives are to: <br />Create and maintain a strong private/public organizational framework in <br />which to develop and implement economic development and <br />redevelopment and revitalization strategies, programs and projects. <br />?. Establish and maintain a consistently high level of quality in design and <br />materials for new construction and rehabilitation projects, public space, <br />landscaping, lighting and signage. <br />Increase the level of private investment and reinvestment. <br />4. Retain and increase jobs by retaining, developing and attracting light <br />industrial, warehouse/distribution, business and consumer services to the <br />area. <br />increase and improve the functional capacity ~~f the facilities within the <br />area to make it an attractive and competitive area for living, working, <br />education and recreation. <br />(>. Create a physical environment and organizational structure that will <br />stimulate, encourage and facilitate the phase-m of private resources and <br />the phase-out of extraordinary levels of public investment. <br />h~crease both the personal and real property tax base and public revenue <br />(so that the area becomes a net exporter of property tax funds.) <br />8. Coordinate, develop and implement the public economic revitalization and <br />physical redevelopment programs with private sector efforts and non- <br />profit and public agencies' human and social service programs. <br />9. Create and support opportunities for private sector investment that <br />includes new construction, rehabilitation and the re-use of marginal land, <br />buildings and facilities. <br />10. Develop and implement an economic development and redevelopment and <br />revitalization strategy and plan through a collaborative process that <br />includes neighborhood, business, City and institutional interests in the <br />area. <br />11.
