Inc. 1782-97 <br />Location: 130 Park Lane <br />City of South Bend <br />REQUESTED ACTION: The petitioner is requesting a zone change <br />from "A" Residential "C" Height and Area to <br />"PHC" Professional/Health Care to allow an <br />office. <br />EXISTING LAND USE: The property contains a vacant office. <br />SURROUNDING LAND USE AND ZONING: Located to the north is Leeper Park zoned "A" <br /> Residential, "A" Height and Area; to the east <br /> is vacant land zoned "A" Residential, "A" <br /> Height and Area and parking lots zoned "C" <br /> Commercial, "F" Height and Area; to the south <br /> is a multi-family home zoned "A" Residential,. <br /> "C" Height and Area and parking lots zoned "C" <br /> Commercial, "F" Height and Area; and to the <br /> west is Madison School zoned "A" Residential, <br /> °A" Height and Area. <br />ACCESS: Access to the site is from Park Lane. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br />SITE DATA:. The total site to be rezoned is 5,459 square <br /> feet. Of that, the buildings will occupy <br /> 1,529 square feet, or 28 percent of the site; <br /> the parking and drives will occupy 600 square <br /> feet, or it percent of the site; and 3,330 <br /> square feet or 61 percent of the site will <br /> remain as open space. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br /> wetlands are present. This site is near the <br />• Leeper Park public well. FEMA maps show this <br /> site as a flood hazard area. The site is <br /> located near the St. Joseph River. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the Staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation, subject to a final <br />site plan. While the petition area is <br />bordered by "A" Residential zoning, there is <br />
