accounts of the City. The Operation and Maintenance Fund and the Sewage Works <br />Improvement Fund may be maintained in a single account, or accounts, but such account or <br />accounts shall likewise be maintained separate and apart from all other bank accounts of the City <br />and apart from the Sinking Fund account or accounts. In no event shall any of the Net Revenues <br />of the Sewage Works be transferred or used for any purpose not authorized by this Ordinance so <br />long as any of the bonds of the Sewage Works issued pursuant to the provisions of this <br />Ordinance shall be outstanding. Investment income earned on moneys in the funds and accounts <br />established by this Ordinance shall become a part of the funds and accounts invested (except as <br />otherwise provided in Section XII hereof) and shall be used only as provided in this Ordinance <br />and the Prior Ordinance. <br />Section XV. Books of Record and Accounts. The City shall keep proper books <br />of record and accounts, separate from all of its other records and accounts, in which completed <br />and correct entries shall be made showing all revenues collected from said works and deposited <br />in said funds, and all disbursements made therefrom on account of the operation of the works, <br />and to meet the requirements of the Sewage Works Sinking Fund, and all other financial <br />transactions relating to said works, including the amounts set aside or credited to the Sinking <br />Fund, the Sewage Works Operation and Maintenance Fund and the Sewage Works Replacement <br />Fund, and the cash balances in each of said funds and accounts described herein as of the close <br />of the preceding fiscal year. There shall be prepared and furnished, upon written request, to any <br />owner of the Bonds or BANS at the time then outstanding, not more. than one hundred twenty <br />(120) days after the close of each fiscal year, complete financial statements of the works, <br />covering the preceding fiscal year, which annual statements shall be certified by the Controller, <br />or by licensed independent public accountants employed for that purpose.
