Those were originally set up <br />to reimburse the city legal staff for the time <br />spent on TIF projects. Recently, it has been <br />used to pay for outside counsel as well. As <br />part of the city budgeting process, we are <br />trying to foi-~nalize and make sure all these <br />revenues are lined up for the 2009 and 2010 <br />city budgets. This contract allocates a <br />portion of those amounts previously <br />appropriated for city legal services. <br />Mr. Leone noted that as pressure has <br />increased on the general fund budget, the <br />intent is to allocate costs v~'here the work was <br />performed. <br />Upon a motion by Mr. Downes, seconded by <br />Mr. Alford and unanimously can•ied, the <br />Commission approved the Agreement for <br />Services by and between the City of South <br />Bend, Department of Redevelopment, Acting <br />by and through the South Bend <br />Redevelopment Commission and the Civil <br />City of South Bend. <br />7. PROGRESS REPORTS <br />Mr. Inks gave an update on progress at Eddy Street <br />Commons which is moving steadily ahead. We will <br />soon be seeing people living, working, and shopping <br />there. Eddy Street and the new Napoleon Street are <br />scheduled to open by the end of August. Some of the <br />retail is expected to open mid-September.
