STAFF REPORT November 10, 1997 Bruce and Jean Metzger 1801-97 Location: 1002 South Twyckenham Drive/1506 Ruskin Street City of South Bend REQUESTED ACTION: The Petitioners are requesting a zone change from "A" Residential, "A" Height & Area to "A-1" Residential, "A" Height & Area, to allow a duplex. EXISTING LAND USE: The property contains a structure that has most recently been used as an office and a residence. SURROUNDING LAND USE AND ZONING: Located to the north are single family homes zoned "A" Residential, "A" Height & Area, to the east are single family homes zoned "A" Residential, "A" Height & Area, to the south are single family homes zoned "A" Residential, "A" Height & Area and to the west are single family homes zoned "A" Residential, "A" Height & Area. ACCESS: Access to the site is from Ruskin Street and Twyckenham Drive. WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. DRAINAGE: SITE DATA: The total site to be rezoned is 5,082 square feet. ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no public wells, wetlands, flood or environmental hazard areas are present. SITE PLAN: A site plan ~s not required for. zoning to "A-1" Residential. AGENCY COMMENTS: PRELIMINARY STAFF RECOMMENDATION: Based on the information available prior to the public hearing, the Staff recommends that this petition be sent to the Common Council with a unfavorable recommendation. The petition area is part of the River Park Downzoning initiated by the Common Council in 1980. The majority of the River Park Neighborhood was rezoned to "A" Residential, "A" Height & Area from "B" Residential, "A" Height & Area. It is the Staff's opinion that rezoning this site to "A-1" Residential would be in opposition to the goals of the River Park Downzoning. If this property is zoned "A-1" Residential then any other properties in the downzoned area or near the petition area should be able to expect similar treatment.
