STAFF REPORT November 10, 1997 <br />Bruce and Jean Metzger 1801-97 <br />Location: 1002 South Twyckenham <br />Drive/1506 Ruskin Street <br />City of South Bend <br />REQUESTED ACTION: The Petitioners are requesting a zone change <br />from "A" Residential, "A" Height & Area to <br />"A-1" Residential, "A" Height & Area, to allow <br />a duplex. <br />EXISTING LAND USE: The property contains a structure that has <br />most recently been used as an office and a <br />residence. <br />SURROUNDING LAND USE AND ZONING: Located to the north are single family homes <br />zoned "A" Residential, "A" Height & Area, to <br />the east are single family homes zoned "A" <br />Residential, "A" Height & Area, to the south <br />are single family homes zoned "A" Residential, <br />"A" Height & Area and to the west are single <br />family homes zoned "A" Residential, "A" Height <br />& Area. <br />ACCESS: Access to the site is from Ruskin Street and <br />Twyckenham Drive. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: <br />SITE DATA: The total site to be rezoned is 5,082 square <br />feet. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br />public wells, wetlands, flood or environmental <br />hazard areas are present. <br />SITE PLAN: A site plan ~s not required for. zoning to <br />"A-1" Residential. <br />AGENCY COMMENTS: <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on the information available prior to <br />the public hearing, the Staff recommends that <br />this petition be sent to the Common Council <br />with a unfavorable recommendation. The <br />petition area is part of the River Park <br />Downzoning initiated by the Common Council in <br />1980. The majority of the River Park <br />Neighborhood was rezoned to "A" Residential, <br />"A" Height & Area from "B" Residential, "A" <br />Height & Area. It is the Staff's opinion that <br />rezoning this site to "A-1" Residential would <br />be in opposition to the goals of the River <br />Park Downzoning. If this property is zoned <br />"A-1" Residential then any other properties in <br />the downzoned area or near the petition area <br />should be able to expect similar treatment. <br />
