ORDINANCE NO. v ~~ 1 ~ J l <br />AN ORDINANCE APPROPRIATING $96,000.00 RECEIVED FROM THE U. S. <br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY <br />SHELTER GRANTS PROGRAM <br />STATEMENT OF PURPOSE AND INTENT: <br />In order to deliver services to homeless individuals within our community the <br />City of South Bend received funds from the U. S. Department of Housing and Urban <br />Development for the delivery of such services through various subgrantees. The funds <br />appropriated in this ordinance will aid in defraying the costs of shelter operation and <br />maintenance and in providing essential services and assistance in homeless prevention. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of <br />South Bend, Indiana: <br />Section I. The sum of $96,000.00 is hereby appropriated and allocated among <br />accounts as set forth below: <br />PROJECT NUMBER DESCRIPTION AMOUNT <br />ES 98-1 Center for the Homeless, Inc $33,000.00 <br />ES 98-2 St. Joseph County AIDS Task Force 10,000.00 <br />ES 98-3 Youth Service Bureau of St. Joseph County 15,200.00 <br />ES 98-4 YWCA of St. Joseph County 33,000.00 <br />Administrative Costs 4.800.00 <br />Total $96,000.00 <br />Section II. No costs will be incurred or funds expended for any of the programs <br />addressed in this ordinance prior to completion and subsequent certification of the Environmental <br />Review Process specified in Title Twenty-four (24) Part Fifty-Eight (58) of the Code of Federal <br />Regulations, containing the Environmental Review Procedures for the Emergency Shelter Grants <br />Program, and the receipt of an official release of funds from the U.S. Department of Housing and <br />Urban Development. <br />Section III.
