KOLATA <br />EXECUTIVE DIRECTOR DEPUTY EXECUTIVE DIRECTOR <br />June 2, 1997 <br />Members of the Common Council <br />City of South Bend <br />400 County City Building <br />South Bend, IN 46601 <br />Dear Council Members: <br />PHONE 219/235-9371 <br />Fax 219/235-9021 <br />TDD 219/ 235-5567 <br />Attached is an ordinance altering the city-owned parking garage rate structure during construction <br />of the Leighton Plaza project. <br />Due to the high visibility of the Leighton Plaza project, City staff felt it was necessary to inform <br />downtown businesses and the general public of the changes the project will cause, and to provide <br />replacement parking for -the lost spaces on Michigan Street due to increased construction <br />disturbance. The project will not only remove the parking in the current "Shopper's Lot," but will <br />also remove on-street parking along the west side of Michigan Street between Washington and <br />Jefferson. The temporary loss of this section of Michigan Street plus on-going work on the <br />Roberston's Building and future work on the State Theater and CCA Building are addressed by <br />the ordinance through the offer of up to 2 hours free parking in city garages during the construction <br />of the project. <br />After meetings with the City Controller and AMPCO Parking, it was determined that short-term <br />parkers make up a very small percentage of city garage revenues. The idea behind this Ordinance <br />is that by offering and promoting free short-termparking in the garages, people will start to use the <br />garages more for this purpose.
