LUECKE, 1VIAYOR <br />DEPARTMENT OF PUBLIC WORKS <br />June 3, 1997 <br />South Bend Common Council <br />4th Floor, County-City Building <br />South Bend, Indiana 46601 <br />Dear Councilmembers: <br />The South Bend Municipal Water Insurance fund and the South Bend Municipal Sewer <br />Insurance Fund are seeking a rate increase to bring both funds into a positive position. <br />The proposed rate increase for the Water Insurance Fund is $.17 per month. This will enable <br />the fund to pay back its loan and ensure sufficient operating revenues. <br />The proposed rate increase for the Sewer Insurance Fund is $.23 per month. This will enable <br />the fund to pay back its loan and ensure sufficient operating revenues. <br />The deficit for both funds is due to the increase in service line leaks and lateral lines <br />collapsing. <br />There has not been an increase in these funds for the past five years. <br />Sincerely, <br />ohn J.
