8. Public works improvements and infrastructure, including, but not limited <br />to, streets, water, sewer and other utilities, lighting, traffic controls, <br />landscaping, park, open space and recreational facilities. <br />A series of activities that are not directly related to the physical <br />redevelopment of the Sample-Ewing Area will be critical to the community's long <br />term success in the area. These activities will not be undertaken or funded by the <br />Redevelopment Commission. These activities will be undertaken by other private <br />and public agencies and be funded from a variety of federal and local sources, <br />including the HOME Program, the Community Development Block Grant <br />Program, the Civil City budget and the Community Homebuyers Corporation, <br />among others. Activities funded from these sources will include: <br />a. Housing rehabilitation assistance for homeowners, first time <br />homebuyers, and landlords. <br />b. Housing assistance, including counseling for home ownership and <br />technical and training assistance through the REWARD Program <br />and the neighborhood partnership centers. <br />c. Small business assistance through the Urban Enterprise Zone <br />Program, the Neighborhood Business Development Corporation, <br />and the Corporation for Entrepreneurial Development this <br />assistance can include direct financial assistance in the form of gap <br />financing loans. <br />d. Additional business assistance, in terms of larger loans, will be <br />available on a case-by-case basis through the Business <br />Development Corporation and the Industrial Revolving Loan Fund. <br />This assistance will also be in the form of gap financing loans as <br />determined by the respective private not-for-profit boards. <br />e. Resident assistance in the form of job readiness, counseling, and <br />placement assistance through the UEA-Lilly Resident Employment <br />Program for that portion of the Sample-Ewing Development Area <br />that is within the Enterprise Zone boundaries. <br />f. Technical and planning assistance to neighborhood and business <br />districts within the Sample-Ewing Development Area. <br />g. Various tax incentives, including tax abatement for real and <br />personal property investment and Enterprise Zone tax credits for <br />those businesses in the Sample-Ewing Development Area that are <br />within the UEZ. <br />h. Receivership and rehabilitation of rental property. <br />The next section outlines very broad plans for the application of some of these <br />activities within each sub-area. Until more detailed plans are developed in conjunction <br />with the neighborhood residents, it is premature to develop a more detailed, specific set of <br />20 <br />
