Given the history of urban renewal in the neighborhood, it is imperative that the community be positioned to move aggressively to implement this alternative should the educational-institutional campus development concept fail to materialize. The second segment, between Broadway and Dubail is targeted for a major, long- term neighborhood revitalization effort. As mentioned before, for purposes of this plan, we are distinguishing between revitalization and improvement strategies. Revitalization will require a more intense neighborhood effort with a higher level of public investment. Improvement areas will be designated for similar programs and activities; however, the level of effort and resources will not be as high because of the less severe deterioration within the neighborhood improvement segment. The neighborhood improvement segment is located between Dubail and Ewing Streets. Activities such as housing rehabilitation, public improvements, code enforcement, area clean-up, neighborhood organization and capacity-building, and human and social services will be directed at both the revitalization and improvement segments. SOUTHEAST NEIGHBORHOOD SUB-AREA GOALS • • Complete the redevelopment of the area between Sample (north), Broadway (south), High Street (east) and Michigan Street (west) as a major mixed-use project. The project would be composed of the new Indiana Vocational Technical College campus (25 acres), the new Parkview Juvenile Justice Center (S + acres), the relocated Dean Johnson Park, an expanded Boys and Girls Club operated by the Family and Children's Center (FCC) (14 + acres), and private mixed-use development. ALTERNATE: Should the mixed-use project fail to materialize, the alternate goal would be the development of an approximately 83 acre planned unit development, including residential and commercial/light industrial business.
