The building meets the criteria <br />in at least three areas: <br />1.) Its. embodiment of elements of architectural .design, detail, materials, or <br />craftsmanship which represents an architectural.- characteristic- or` <br />innovation. - <br />2.) Its suitability for preservation. <br />3'.) Its identification with the life. of a person or persons of historical <br />significance. <br />. The building fulfills criteria' 4k1 as an excellent example. of turn of the <br />century single family Queen Anne style house. Its architectural design. is <br />apparent in 'its use of box molded cornices, dentilated-frieze, pediment, <br />shingle siding, clap boards and columned front porch. The building is rated <br />an Outstanding thirteen in the Indiana. Historic Sites and Structures <br />Inventory. <br />The building fulfills criteria 4~2 by .the integrity of its original <br />construction with only minor alterations. <br />The building fulfills .criteria 4~3 by .its association with prominent <br />businessman A. Frank Eby. He was a well known and respected man of South Bend <br />and responsible for the first car routing in the United States. <br />Staff finds that the building meets the criteria for designation as a .Local <br />Landmark and recommends that the commission so. recommend the building to the <br />common council for such designation. <br />DBD <br />8/27/97 <br />
