STAFF REPORT February 9, 1998 <br />previously rezoned from "D" Light Industrial <br />to "A" Residential, making the property at <br />that time a legal nonconforming use. When <br />nonconforming uses are created through a <br />rezoning action, the intention is that the <br />nonconforming use will eventually cease and <br />that the property will be put to a use that is <br />allowed in the new zoning district. It is the <br />Staff's opinion that this rezoning would <br />constitute a spot zoning, and would be in <br />conflict with the goals of the Rum Village <br />Neighborhood Action Plan, and would not be in <br />character with the surrounding area. <br />
