There is a need in the City of South Bend to create practical proposals and <br />workable remedies in the areas of employment, education, health and criminal justice to reduce <br />the problems which Black males face. <br />B. ESBLISHMENT AND MEMBERSHIP OF THE SOUTH BEND COMMISSION <br />ON AFRICAN-AMERICAN MALES. <br />a. The South Bend Commission on African-American Males is established. <br />b. The South Bend Commission on African-American Males shall consist of <br />twenty-five (25) members. Each member shall be selected by the group or organization whom <br />he or she represents unless otherwise specified. The appointments shall be appointed as <br />follows: <br />1.One (1) member of the South Bend Common Council, <br />2. One (1) member of the City Administration, <br />3. One (1) member of the St. Joseph County Council, <br />4. The Superintendent of South Bend Community Schools or a designee, <br />5. The Circuit Judge of St. Joseph County with the Magistrate being his <br />official designee, <br />6. A Superior Court Judge of St. Joseph County, <br />7. The Probate Judge of St. Joseph County with the Magistrate being his <br />official designee, <br />8. One (1) Dean, Professor, Assistant or Associate Professor from a public <br />college or university located in St. Joseph County, <br />9. One (1) Dean, Professor, Assistant or Associate Professor from a private <br />college or university located in St. Joseph County, <br />10. One (1) representative from a publicly owned and operated hospital, <br />11. One (1) representative from a privately owned and operated hospital, <br />12. One (1) representative from the labor organizations, union, or trades, <br />13. Two (2) neighborhood association representative or grass roots <br />representative who shall be chosen by the South Bend Commission <br />on African-American Males, <br />14. Siz (6) persons appointed by the South Bend Common Council ,and <br />15. Five (5) persons appointed by the Mayor. <br />Appointments made for sub-paragraphs 13, 14 and 15 must be bona fide residents of the City <br />of South Bend, Indiana. The appointments referred to in sub-paragraphs 14 and 15 will have <br />each appointing authority include one (1) such appointment to be a youth between the ages of <br />15 and 24; and these appointing authorities shall confer so that each of the following <br />organizations or their successor organizations aze represented: Family and Children's <br />Services, Inc, NAACP, Urban League, and Workforce Development Services. Each <br />appointing authority shall make two (2) of the four (4) appointments from the organizations <br />referred to herein. <br />C. GOVERNING REGULATIONS OF THE COMMISSION. <br />a. All individuals appointed shall have an active interest in addressing the <br />overall purposes and goals of the Commission. <br />b. All members shall serve without compensation. <br />c. All members shall serve for a term of two (2) yeazs. <br />d. A member of the Commission may be removed by the member's appointing <br />authority for absenteeism or for cause during his or her term. <br />
