J ~ <br />~< ~~ <br />STAFF REPORT June 8, 1998 <br />Initiated by the Area Plan Commission 1824-98 <br />Location: 2211 East Jefferson Boulevard <br />City of South Bend <br />REQUESTED ACTION: This is an Area Plan Commission initiated <br />petition to zone from "B" Residential, "A" <br />Height and Area to "PHC" Professional/Health <br />Care to allow permitted uses in the "PHC" <br />Professional/Health Care District. <br />EXISTING LAND USE: <br />The property contains an office building. <br />SURROUNDING LAND USE AND ZONING: Located to the north is a condominium zoned <br />"A-1" Residential, "C" Height and Area; to the <br />east and west are single family homes zoned <br />"A" Residential, "A" Height and Area; and to <br />the south are a church and school zoned "A" <br />Residential, "A" Height and Area. <br />ACCESS: <br />WATER SOURCE/SEWAGE DISPOSAL: <br />DRAINAGE: <br />SITE DATA: <br />ENVIRONMENTAL DATA: <br />SITE PLAN: <br />Access to the site is from Jefferson <br />Boulevard. <br />Water and sewer are available to the site. <br />The total site to be rezoned is 4.5 acres. <br />A check of the Agency's maps indicates that no <br />public wells, wetlands, flood or environmental <br />hazard areas are present. <br />AGENCY COMMENTS: In 1986, this site was rezoned from "A" and <br />"B" Residential, "A" Height and Area to "B" <br />Residential, "A" Height and Area to allow an <br />office building. <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the Staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation, subject to the <br />existing approved Final Site Plan. This <br />petition would rezone an office that is a <br />legal nonconforming use in the "B" Residential <br />district to the "PHC" Professional/Health Care <br />district. "PHC" zoning will make the office a <br />permitted use, which would allow it to be <br />rebuilt if destroyed. <br />
