&TAFF REPORT May 11, 1998 <br />NBD Bank 1843-98 <br />Location: 1735 E. Calvert <br />City of South Bend <br />REQUESTED ACTION: The petitioner is requesting a zone change <br />from "C" Commercial, "A" Height and Area to <br />"A-1" Residential, "A" Height and Area to <br />allow a duplex. <br />EXITING LAND USE: The property contains a duplex. <br />SURROUNDING LAND USE AND ZONING: Located to the north is vacant land zoned "A" <br />Residential, "A" Height and Area and to the <br />east, south, and west are single family homes <br />zoned "A" Residential, "A" Height and Area. <br />ACCESS: Access to the site is from Calvert and Sampson <br />streets. <br />WATE SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: <br />SITE DATA: The total site to be rezoned is 11,718 square <br />feet. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br />public wells, wetlands, or environmental <br />hazard areas are present. To the north of the <br />site is a flood hazard area. <br />SITE PLAN: A site plan is not required for rezonings to <br />"A-1" Residential. <br />AGENCY COMMENTS: In 1986, this property was rezoned from "A" <br />Residential, "A" Height and Area to "C" <br />Commercial, "A" Height and Area for a <br />restaurant. (APC 1002-86) <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the Staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation. This property <br />contains a commercial structure converted into <br />a duplex and is surrounded by single family <br />homes. While the Staff would not normally <br />encourage "A-1" zoning on a single lot in the <br />middle of a single family area, it is the <br />Staff's opinion that in this instance, "A-1" <br />Residential zoning is more appropriate for <br />this property than "C" Commercial. <br />
