STAFF REPORT September 4, 1998 <br />Common Council Initiated Annexation - Herman & Goetz 1878-98 <br />Location: west side of Oak Road, <br />approximately 660 feet north of Edison <br />Road <br />City of South Bend <br />REQUESTED ACTION: This is a Common Council initiated petition to <br />zone from "M" Manufacturing to "E" Heavy <br />Industrial, "A" Height and Area. <br />EXISTING LAND USE: The property currently contains equipment <br />storage. <br />SURROUNDING LAND USE AND ZONING: Located to the north and the south are single <br />family homes zoned "R" Residential and vacant <br />land zoned "M" Manufacturing; to the east are <br />single family homes zoned "R" Residential; and <br />to the west is vacant land pending annexation <br />as "D" Light Industrial. <br />ACCESS: Access to the site is from Oak Road. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are not available to the site, <br />but will be extended in the future. <br />DRAINAGE: The drainage has not been addressed by the <br />petitioner. <br />SITE DATA: The total site to be rezoned is 60 acres. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br />public wells, wetlands, flood or environmental <br />hazard areas are present. <br />SITE PLAN: A site plan is not required for Common Council <br />initiated rezonings. <br />AGENCY COMMENTS: <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with an <br />unfavorable recommendation. The property <br />owner desires "E" Heavy Industrial in order to <br />conduct a mining operation. Vacant land zoned <br />Industrial that has utilities available and is <br />near the airport, the bypass, and other vacant <br />tracts is rare and valuable for attracting <br />future industrial development and jobs. In <br />addition, because of the residential property <br />on the east and south and the limited capacity <br />of Oak Road, a mining operation would be an <br />inappropriate use of this site. The staff <br />would, however, recommend approval of "D" <br />Light Industrial on this property, subject to <br />a final site plan. <br />
