w <br />STAFF REPORT September 4, 1998 <br />Common Council Initiated Annexation - Kidder II 1877-98 <br />Location: the southwest corner of Olive <br />Road and the Indiana Toll Road <br />City of South Bend <br />REQUESTED ACTION: This is a Common Council initiated petition to <br />zone from "R" Residential to "IP" Industrial <br />Park. <br />EXISTING LAND USE: The property is currently vacant. <br />SURROUNDING LAND USE AND ZONING: Located to the north and west is farm land <br /> zoned "R" Residential; to the south is farm <br /> land zoned "A" Residential ("D" Light <br /> Industrial zoning pending); and to the east <br /> are single family homes zoned "A" Agricultural <br /> and businesses zoned "D" Light Industrial. <br />ACCESS: Access to the site is from Olive Road. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available t <br />th <br />i <br /> o <br />e s <br />te. <br />DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br />SITE DATA: The total site to be rezoned is 66.9 acres. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br /> public wells, wetlands, flood or environmental <br /> hazard areas are present. <br />SITE PLAN: A site plan is not required for rezonings <br /> initiated by the Common Council. <br />AGENCY COMMENTS: <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br /> public hearing, the staff recommends that this <br /> petition be sent to the Common Council with a <br /> favorable recommendation, subject to a final <br /> site plan. This site is part of the <br /> Blackthorn Development Plan, which designates <br /> this area for industrial uses. This site will <br /> be a logical extension of the existing <br /> industrial development and zoning to the east <br /> of Olive Road and has access to the Toll Road, <br /> St. Joseph Valley Parkway, and the Airport. <br />
