Dubail Street City of South Bend REQUESTED ACTION: The petitioners are requesting a zone change from "A" Residential, "A" Height & Area to "A-1" Residential, "A" Height & Area to allow duplexes. EXISTING LAND USE: The property currently contains duplexes. SURROUNDING LAND USE AND ZONING: Located to the north, east, south, and west are single family homes zoned "A" Residential, "A" Height & Area. ACCESS: Access to the site is from Dubail Avenue. WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. DRAINAGE: The drainage has not been addressed by the petitioner. SITE DATA: The total site to be rezoned is approximately 12,240 square feet. ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no public wells, flood hazards, wetlands, or environmental hazard areas are present. SITE PLAN: A site plan is not required for rezonings to "A-1" Residential. AGENCY COMMENTS: PRELIMINARY STAFF RECOMMENDATION: Based on information available prior to the public hearing, the staff recommends that this petition be sent to the Common Council with an unfavorable recommendation. Rezoning of these lots in a predominately single family neighborhood will set a bad precedent for the future of the area. It is the staff's opinion that this neighborhood should remain single family in order to maintain the character of the surrounding area. The City, recognizing some of the negative impacts of higher density development in single family areas, has worked with residents to downzone neighborhoods in other parts of the city. The current proposal is in opposition to the City's general policy of discouraging rental units in older single family neighborhoods.
