Dubail Street <br />City of South Bend <br />REQUESTED ACTION: The petitioners are requesting a zone change <br />from "A" Residential, "A" Height & Area to <br />"A-1" Residential, "A" Height & Area to allow <br />duplexes. <br />EXISTING LAND USE: <br />The property currently contains duplexes. <br />SURROUNDING LAND USE AND ZONING: Located to the north, east, south, and west <br />are single family homes zoned "A" Residential, <br />"A" Height & Area. <br />ACCESS: Access to the site is from Dubail Avenue. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br />petitioner. <br />SITE DATA: The total site to be rezoned is approximately <br />12,240 square feet. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br />public wells, flood hazards, wetlands, or <br />environmental hazard areas are present. <br />SITE PLAN: A site plan is not required for rezonings to <br />"A-1" Residential. <br />AGENCY COMMENTS: <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with an <br />unfavorable recommendation. Rezoning of these <br />lots in a predominately single family <br />neighborhood will set a bad precedent for the <br />future of the area. It is the staff's opinion <br />that this neighborhood should remain single <br />family in order to maintain the character of <br />the surrounding area. The City, recognizing <br />some of the negative impacts of higher density <br />development in single family areas, has worked <br />with residents to downzone neighborhoods in <br />other parts of the city. The current proposal <br />is in opposition to the City's general policy <br />of discouraging rental units in older single <br />family neighborhoods. <br />
