This action complements the transfer of $766,300 <br />in reprogrammed funds and together they allocate new funds in accordance with the 1999 <br />Housing and CommuniTy Development Plan. They, in addition to the Section 108 funds <br />appropriated under ordinance #8884-98 on 2/9/98, will be spent in 1999 on the projects <br />specified. As discussed in February at the passage of the Section 108 ordinance, we have <br />proceeded with the $150,000 for the Center for the Homeless and the $450,000 for the LaSalle <br />Recreational Center in 1998, but not the redevelopment activities at Main & Jefferson. Given <br />the delay in receipt of the Section 108 dollars, those projects may be funded from CDBG and <br />some of the projects appropriated for CDBG funding maybe funded from Section 108. <br />As we discussed with the Community & Economic Development Committee on September 23rd, <br />the 1999 HCD Plan underwent a 30-day public comment period in October. In addition, the <br />1999 HCD Plan was the subject of two public hearings held on October 15, 1998.
